The effectiveness of digital transformation in today's era with comprehensive digital application results has allowed social administration to escape the scope of geography and terrain, effectively implementing long-range, online monitoring requirements, ensuring monitoring and supporting social activities down to each "cell" of people.

Therefore, the framework of a region or residential area for easy control and support is no longer limited to a certain scope. Instead, social management levels can sit in a position to control the entire territory, monitoring each individual through digitally entered identification.

Merging provinces and cities, bypassing district and county management levels, expanding the scope of support monitoring areas and decentralizing responsibilities to grassroots units (wards and communes) are necessary steps to gradually change the long-standing management structure, change the old thinking and management concepts of the administrative apparatus, and direct people and social management levels to be proactive, self-responsible, and self-proposing worthy requests...

Therefore, with the area to be merged, Dak Lak province has expanded its social management space, it can no longer confine itself to the highland area but must extend its vision and responsibility further, converging with other administrative areas to create regional linkages, regional economic visions, and management responsibilities for the development needs of the whole region. The role of economic organizations, especially the private economy, and then each individual citizen, will automatically determine parallel rights and responsibilities, contributing to the common interests of the whole region, no longer depending on state management to be exempted from any responsibility. The strategic vision for planning development, managing economic sectors and local investments will therefore completely change.

The reality is that the economic potential of Dak Lak and the Central Highlands has long depended on agriculture, which has local characteristics. The strategies and investment projects set out revolve around these available advantages and are limited to a certain geographical area. But now, the province will expand, possibly including many geographical areas and developing more diverse economic sectors.

The agricultural advantage is still determined, the construction and development plans of Dak Lak will still ensure the organization but the working space will be expanded and much more convenient. Accordingly, the social management thinking also needs to be changed, bolder and more synchronized.

Here, it is necessary to clearly see the Central Government's view that agricultural development needs to be built on two foundations of specialization and logistics. Large output and fast transportation and distribution speed will bring sustainable value to agriculture. Therefore, the need to connect Dak Lak with other places, such as Khanh Hoa or the Southeast region, and to the North... will be very large. Intra-regional traffic must be invested in, supplemented and improved in quality to ensure effective transportation and logistics activities. The investment project to expand National Highway 29 or accelerate the Khanh Hoa - Buon Ma Thuot expressway are both truly urgent requirements, demonstrating a longer-term vision, suitable for the new situation of the locality, in the context of the need to accelerate local economic production.

On the other hand, the local efforts in the recent period in organizing digital transformation at the grassroots level, synchronizing data of administrative management areas through the separation of communes and wards, and the consolidation of local administrative apparatus... have all allowed Dak Lak to accompany the whole country in changing and proactively approaching new requirements on social governance thinking. When the local data system is updated and ready, with confirmation down to each citizen identification code, the requirement to deploy unified management of the territorial area, management of economic sectors, social and political activities... will be met very quickly. When people re-check their personal identification code, they will realize new, strict but unexpectedly beneficial utilities, helping them better organize their daily life, work, coordinate with civil organizations, and the national administrative apparatus to strictly implement civil responsibility requirements...
