On the evening of March 26, President of the Parliament of the Republic of Finland Jussi Halla-aho and a high-ranking delegation of the Parliament of the Republic of Finland left Hanoi, successfully concluding an official visit to Vietnam from March 24-26, 2024, at the invitation of National Assembly Chairman Vuong Dinh Hue.

National Assembly Chairman Vuong Dinh Hue chaired the official welcoming ceremony for Speaker of the Parliament of the Republic of Finland Jussi Halla-aho on his official visit to Vietnam.

Seeing off the delegation at Noi Bai International Airport were Deputy Chairman of the Foreign Affairs Committee Le Anh Tuan; Finnish Ambassador to Vietnam Keijo Norvanto and representatives of the Department of Protocol and International Cooperation - Office of the National Assembly.

Within the framework of the official visit to Vietnam, after the official welcoming ceremony on March 25, at the National Assembly House, Chairman of the National Assembly of Vietnam Vuong Dinh Hue and Chairman of the National Assembly of the Republic of Finland Jussi Halla-aho held talks and visited the Traditional Room of the National Assembly of Vietnam. In the evening of the same day, Chairman of the National Assembly Vuong Dinh Hue hosted a welcome reception for Chairman of the National Assembly of the Republic of Finland Jussi Halla-aho and the high-ranking delegation of the National Assembly of the Republic of Finland on the occasion of their official visit to Vietnam.

Also within the framework of the visit, President of the Parliament of the Republic of Finland Jussi Halla-aho met with Prime Minister Pham Minh Chinh; paid a courtesy call to Permanent Secretary of the Secretariat, Head of the Central Organizing Committee Truong Thi Mai; laid a wreath and visited President Ho Chi Minh's Mausoleum. In addition, President of the Parliament Jussi Halla-aho also attended the ceremony certifying the completion of the Thang Long - Bac Ninh Waste-to-Energy Plant Project in Bac Ninh province; visited and worked at Tan Thoi Dai Primary and Kindergarten; visited the Temple of Literature - Quoc Tu Giam and Hoa Lo Prison.

At the high-level talks and meetings, the Vietnamese leaders warmly welcomed the Speaker of the Finnish Parliament Jussi Halla-aho and the delegates to Vietnam, saying that this was the first visit by a Finnish Speaker in 14 years; expressing their belief that this visit would be an important milestone in the relationship between the two countries. At the same time, they thanked Finland for its support and sharing in Vietnam's struggle for national independence and reunification in the past as well as in the current cause of national construction and development.

In addition, the two sides highly appreciated the positive developments in cooperation between the two countries in all fields; agreed to continue to work together to find new directions, new ways of doing things and new motivations to deepen bilateral relations. The two sides agreed to promote delegation exchanges and high-level contacts through all Party, State and National Assembly channels to increase political trust; and strengthen close cooperation in multilateral forums for the purpose of ensuring stability, peace and sustainable development.

Both sides welcomed the remarkable development of bilateral trade and investment cooperation, but it has not yet reached its potential. Therefore, the two countries continue to facilitate and encourage the connection of businesses and investors, maximizing the benefits from the Vietnam - EU Free Trade Agreement (EVFTA), especially in areas of both sides' needs and strengths such as high technology, green development, environment, agriculture, forestry, information technology, etc.

Vice Chairman of the Foreign Affairs Committee Le Anh Tuan saw off the President of the Parliament of the Republic of Finland Jussi Halla-aho at Noi Bai International Airport.

The two sides also agreed to continue to closely coordinate and effectively implement the Framework Agreement between the two governments on projects funded under the Finnish Public Investment Program, focusing on priorities to enhance competitiveness for the private economic sector, develop a knowledge-based economy, respond to challenges of sustainable development and climate change, and develop the Mekong Delta sustainably. Regarding international and regional issues of mutual concern, the two sides agreed to respect sovereignty, territorial integrity, resolve disputes by peaceful means, and respect international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Speaker of the Parliament of the Republic of Finland Jussi Halla-aho presented a souvenir to Vice Chairman of the Foreign Affairs Committee Le Anh Tuan.

Regarding the relationship between the two National Assemblies, the two sides were pleased to note that the cooperative relationship between the two countries' National Assemblies has been well maintained through the exchange of delegations at the level of Leaders and the Agencies of the National Assembly. Within the framework of multilateral cooperation, the two sides maintain contact, coordination and mutual support at regional and international parliamentary forums such as the Inter-Parliamentary Union (IPU) and the Asia-Europe Parliamentary Partnership (ASEP). The two sides continue to strengthen cooperation in parliamentary diplomacy; increase the exchange of high-level delegations and specialized committees of the National Assembly, increase exchanges of parliamentarians (female parliamentarians, young parliamentarians, friendship parliamentarian groups); exchange experiences in parliamentary organization and activities to continue to innovate and improve the effectiveness of the National Assembly and its supporting agencies.

Vice Chairman of the Foreign Affairs Committee Le Anh Tuan saw off President of the Parliament of the Republic of Finland Jussi Halla-aho as he left Hanoi, successfully concluding his official visit to Vietnam.

The two sides agreed to strengthen supervision of the effective implementation of international treaties and cooperation agreements signed between the Governments, Ministries and localities of the two countries; support and enhance connectivity and cooperation between businesses of the two countries, connecting localities with localities; perfect mechanisms and legal corridors to facilitate cooperation between functional agencies and businesses of the two countries. At the same time, continue to promote close coordination mechanisms, enhance consultation, information exchange, and coordinate and support each other at multilateral forums such as the Inter-Parliamentary Union (IPU), the Asia-Europe Parliamentary Partnership (ASEP) Conference, etc.

In addition, the two sides also shared information and views on the world and regional situation and a number of issues of mutual concern; affirmed that the two countries are ready to cooperate bilaterally and at multilateral forums on the basis of respecting international law and the United Nations Charter, for peace, stability and development of the world and the region, including the East Sea./.
