Editor's note: According to the agenda of the 5th session of the 15th National Assembly, today, May 26, Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, will present the National Assembly's draft resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City. SGGP newspaper recorded the opinions of the Minister of Planning and Investment, a number of National Assembly deputies and experts on the process of preparing the draft, as well as the necessity of issuing outstanding mechanisms and policies to create momentum for Ho Chi Minh City to develop commensurate with its leading position in the country's socio-economic development, and to catch up with the region and the world.
Ho Chi Minh City is a special urban area, the largest in the country in terms of population and economic scale, with the position of the country's economic locomotive, the largest economic, cultural, educational - training, scientific and technological center of the country; is the driving force for the country's socio-economic development. This is also a pioneering locality in innovation and economic reform, becoming a development inspiration and model for other localities in the country to refer to and implement.
Analyzing from the foundation and practice in Ho Chi Minh City, if there are modern mechanisms and policies that are superior and breakthrough, it will pave the way for the city to unlock development resources. Specifically, in order for Ho Chi Minh City to develop commensurate with its leading position in the country's socio-economic development, and to catch up with the region and the world, the Central Government needs to allow Ho Chi Minh City to experiment with new and modern policies. In particular, it is possible to apply a pilot mechanism for developing an international financial center in each stage in the short, medium and long term. The goal from 2031 onwards is to develop Ho Chi Minh City into a high-ranking global financial center.
To achieve the above goal, the State needs to create policies with ancillary services and utilities. In which, strategic investors who build and develop financial centers can build and operate a casino project in Ho Chi Minh City. Along with that are preferential policies higher than current regulations to create competitive advantages, attracting strategic investors to invest in building and developing financial centers. That is allowing the establishment of duty-free sales areas and service, tourism and entertainment areas in accordance with Vietnamese law.

In addition, it is necessary to develop a pilot policy to promote scientific, technological and innovative activities at institutes, schools and public sectors in Ho Chi Minh City. Allow Ho Chi Minh City to build a mechanism to jointly monitor the results and topics of scientists, so that they can self-evaluate each other's research, helping to reduce procedures and increase transparency for research. At the same time, attract investors to build innovation centers, research and development (R&D) centers; invest in digital technology, research, production and transfer of high technology; invest in projects in the field of chip manufacturing, semiconductors, new technology batteries, new materials, large-scale clean energy industry, etc.
Ho Chi Minh City also needs to pilot outstanding mechanisms and policies to attract talents, elites, experts, and leading scientists from the country and abroad to work. There are mechanisms and policies to promote a team of cadres who dare to think and dare to do for the common good; focus on creating a favorable production and business environment, nurturing and developing the business community, especially small and medium enterprises.
In the long term, it is necessary to study and develop a special urban law for Ho Chi Minh City. Vietnam only has two special urban areas, Hanoi and Ho Chi Minh City. Currently, Hanoi has a Capital Law, while Ho Chi Minh City does not have a special law, while Ho Chi Minh City has characteristics in terms of location, location, population, economy, etc. that are different from other provinces and cities. Therefore, building a breakthrough mechanism, applied in the long term for the development of an economic locomotive like Ho Chi Minh City, is necessary, ensuring the sustainable development of the city.

Commenting on the draft resolution replacing Resolution 54, some opinions said that the draft resolution has many major policy contents that are being discussed and can still be changed in the draft Land Law (amended), Housing Law (amended), Real Estate Business Law (amended), Bidding Law (amended)... These laws are expected to be passed at the 6th session of the 15th National Assembly. Therefore, to ensure that the above contents are considered properly, it is necessary to submit to the National Assembly a draft resolution replacing Resolution 54 at the 5th session and pass it at the 6th session.

Regarding this content, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai shared that, with the characteristics of Ho Chi Minh City, the current legal framework has areas that are not fully covered. That requires a suitable legal framework to remove obstacles, creating space for Ho Chi Minh City to develop. The Resolution replacing Resolution 54 is urgent for Ho Chi Minh City, helping Ho Chi Minh City remove obstacles, creating greater and stronger driving forces to promote the development of the country's economic locomotive. From there, Ho Chi Minh City maintains its role as a locomotive, a growth pole and contributes to the overall development of the country.
For new policy mechanisms that have not been stipulated in the law or piloted in other localities, Ho Chi Minh City would like to accept the pilot first and if successful, there will be a basis for the National Assembly and the Government to direct institutionalization for nationwide implementation. This is a contribution from the perspective of institutional development for the whole country. Therefore, in the process of drafting the resolution, Ho Chi Minh City proactively proposed mechanisms and policies for piloting, and on the other hand, received comments from ministries and branches. In the past, Ho Chi Minh City received many suggestions from central ministries and branches on this matter, especially in the fields of land management, planning and construction.

The Resolution replacing Resolution 54/2017 (on piloting special mechanisms and policies for the development of Ho Chi Minh City) is the 10th resolution on special mechanisms for localities and is the resolution with the largest scope, scale, complexity, and highest requirements, how to simultaneously ensure the following factors: resolving bottlenecks and bottlenecks that are currently hindering the development of Ho Chi Minh City; while creating new driving forces and new impetus to fully exploit the potential and advantages of Ho Chi Minh City, creating breakthroughs in the coming time.
These are very demanding issues, closely following the resolutions of the Politburo and the National Assembly. Of which, the Politburo has 2 resolutions: Resolution 24-NQ/TW on the development of the Southeast region; Resolution 31-NQ/TW specifically for Ho Chi Minh City. The National Assembly also has Resolution 81 on the master plan of Ho Chi Minh City.
Being assigned to draft the resolution, we made great efforts, closely coordinated with agencies, ministries, branches, and cities, and worked day and night in a very short time with a very large workload. Finally, the draft achieved a very high level of consensus and unity among ministries and branches.

If implementing policies as in the draft resolution, it is clear that Ho Chi Minh City will be able to pilot almost all mechanisms that have been assigned to other localities; in addition, there are new mechanisms, some of which are being discussed in draft laws on amendments and supplements such as: Land, Housing, Real Estate Business... Perhaps this is a unique pilot model that we are doing for the first time nationwide.
As for the establishment of an international financial center, if implemented, I think there should be a separate project and not included in the National Assembly's resolution.

This draft proposal on a specific mechanism for Ho Chi Minh City proposes newer mechanisms, in the direction of stronger decentralization and delegation. I basically agree with the draft resolution of the Government and the review report of the Finance and Budget Committee.
However, in my opinion, it is necessary to add some more specific mechanisms for Ho Chi Minh City. For example, regarding the organization of the apparatus and personnel, Ho Chi Minh City should have the right to decide on the organization of the apparatus at the department level (except for the departments and branches with "hard structures" related to the organization of the political system and ensuring national defense and security). For departments and branches related to the socio-economic fields and population management, Ho Chi Minh City has the right to decide on the organization of the apparatus so that it is most suitable to the practical conditions of the city. Or in personnel work, Ho Chi Minh City should have the right to set its own criteria for recruiting talented cadres in accordance with the needs of attracting talent in each specific field of the city.
The most important thing in the process of organizing the implementation of this pilot resolution is that Ho Chi Minh City must have a team of officials with enough virtue and talent to implement it.

I believe that having a specific mechanism and policy for Ho Chi Minh City is not only the desire of voters and people of Ho Chi Minh City but also of voters and people of the whole country. Therefore, I agree with the necessity of issuing a new resolution to replace Resolution 54 on piloting a specific mechanism and policy for the development of Ho Chi Minh City.
One issue I am concerned about is that, in addition to the content and solutions that have been built into the draft resolution, it is necessary to focus on the speed of implementing the resolution, and on more detailed and specific methods to minimize the number of guiding documents. Thereby, speeding up the implementation process, quickly bringing the resolution into life when it is passed.
In addition, Ho Chi Minh City needs to pay attention to the principle of “focus and key points”. In particular, resources and mechanisms must also be focused on solving urgent and important problems to help promote the development of Ho Chi Minh City. I think we should not spread ourselves too thin. Because when resources are dispersed, the absorption capacity is also dispersed, making solutions less effective. At the same time, Ho Chi Minh City needs to have solutions to expand and exploit new spaces and neighboring areas instead of just renovating the space in the center of Ho Chi Minh City.

When issuing legal mechanisms, we see that regulations may be correct in general, but some are not suitable for a dynamic, leading city like Ho Chi Minh City, and may even become bottlenecks.
Therefore, while the mechanism and policies have not been revised to be more suitable to reality, it is necessary to introduce specific mechanisms. In the past, there have been many bottlenecks that have made the cultural development of Ho Chi Minh City and many other localities difficult. For example, the law on public-private partnership, the law on management
The use of public assets is causing difficulties for cultural institutions. Cultural centers, libraries, museums, etc. often use large land funds in central locations, so land valuation is extremely difficult. If the land value is too high, it will be very difficult to form joint ventures or partnerships. Or problems in the valuation of cultural products, film studio brands, etc. These obstacles cause many difficulties and deadlocks for cultural institutions, which need to be resolved.
That is why there needs to be a solution to make cultural activities in Ho Chi Minh City more vibrant, more suitable to the city's location, thereby becoming a pioneering experience for the whole country.

It is very necessary to have specific mechanisms and policies to develop Ho Chi Minh City commensurate with the city's potential and advantages. When Ho Chi Minh City develops, the provinces and cities in the Southern Key Economic Zone in particular and the whole country in general will benefit greatly and develop accordingly.
A core issue for Ho Chi Minh City is the people who will implement it, if the resolution is passed by the National Assembly. Therefore, regarding the mechanism for mobilizing human resources, in addition to attracting new talents, Ho Chi Minh City needs to promote and improve the professional capacity of those working in the city's apparatus to fully develop their abilities; as well as create conditions and opportunities for them to promote their dynamism and creativity, contributing their maximum capacity to the development of Ho Chi Minh City.
I believe that Ho Chi Minh City has the capacity and attractiveness to attract high-quality human resources. The important thing is to have a suitable incentive policy mechanism, especially salary policy, for these subjects.
