On the afternoon of May 31, at the National Assembly's discussion session on socio-economic and state budget issues in the first months of 2023, Deputy Trinh Xuan An (Dong Nai), full-time member of the National Assembly's Committee on National Defense and Security, made a remarkable statement on solutions to support businesses in the current difficult context.

Deputy Trinh Xuan An said that we are in a very difficult and arduous period for the country. The report collecting voters' opinions and recommendations that the Fatherland Front reported to the National Assembly has 11 phrases "voters and people are concerned and worried". The Economic Committee's review report also stated that "Vietnam's economy is in an extremely difficult period".
The Deputy said that, on a macro level, the GDP in the first quarter of 2023 was 3.32%, with such a low level, to achieve the target of 6.5% for the whole year, it is necessary to have great determination and effort to achieve the target (each remaining quarter must reach 7.5%). It is necessary to focus on closely monitoring the economic situation in the country and the world to have proactive and timely policy solutions. It is necessary to focus on consolidating and strengthening the macroeconomic foundation, controlling inflation, improving the internal capacity and autonomy of the economy, and maximizing internal resources for development.

In particular, there must be urgent solutions, even beyond precedent, to rescue and support the enterprise system. Because the enterprise system is the material foundation and driving force for development, but currently, the enterprise system is in a really difficult phase. The four bottlenecks that enterprises are facing are: shortage of orders, capital flow congestion; inadequate institutions, besieged by administrative procedures and legal risks that may be encountered in the process of production and business activities.
Currently, businesses are thirsty for credit but cannot access capital. If they can access it, it is very difficult to disburse due to procedural conditions. The government has had to use administrative orders to request a reduction in interest rates (although they are still high). However, Deputy Trinh Xuan An said that reducing interest rates is not as important as accessing capital and putting that capital into production and business.
Therefore, reducing interest rates and simplifying loan conditions and procedures is essential to ensure that capital reaches businesses directly and accurately.

Along with credit, it is necessary to continue to open up other capital channels such as bonds and securities, at the same time, it is necessary to continue to review institutions, simplify administrative procedures in a more substantial way and especially change the culture of "enterprises having to beg and run". The government and managers need to show an attitude of "serving enterprises", proactively, sincerely, and sincerely coming to enterprises to solve difficulties.
The delegate pointed out that whatever needs to be done to develop the business system should be done immediately, decided immediately, reducing the steps of asking for opinions and exchanging in circles between agencies and ministries, because by the time it is resolved, the businesses will be "almost dead".
For projects with complete legal documents and following the correct procedures, localities need to sign and agree to implement immediately, to avoid the situation where they keep reviewing and still cannot produce any project for a whole year.

In addition, in the difficult context, it is necessary to reduce the inspection and examination contents that make it difficult for enterprises to avoid the situation where enterprises have to struggle to explain up and down. With that spirit, measures to remove difficulties for enterprises need to promote both domestic and foreign markets, and must synchronize and unify monetary and fiscal policies, with the handling policy being "clear where there is congestion, and untie where there is trouble".
The delegate also suggested that institutional problems be thoroughly resolved to avoid chain reactions to other sectors and areas of the economy. The recent situation where people and businesses had to queue up to buy gasoline, queue up all night to register their cars, struggle with fire prevention and fighting regulations, and queue up to apply for criminal records shows that the coordination and responsibility of ministries and sectors are not high and not resolute.
"In management, there are times when state agencies have to take on the difficult part to work a little harder but immediately resolve the problem that people and businesses expect," the delegate said.
