Four terms ago, the National Party Congress mentioned three core issues for development: institutions, people, and infrastructure. Looking back now, the institutions remain the same. The people remain the same, and some cadres have even degraded and regressed. Only the infrastructure factor has made a remarkable breakthrough.
Recently, General Secretary To Lam emphasized that our most important “bottleneck” is the institution. Reality shows that Europe was previously more backward than Asia but later surpassed it thanks to the institution.
After more than 100 years of its founding, the United States has become the strongest country in the world and will continue to be the strongest in the world in the coming period, thanks to its institutions. China has grown from an underdeveloped country to a superpower, thanks to its institutions.
Vietnam went from being a poor country to a food exporting powerhouse also due to the system. Quang Nam more than 400 years ago was an economic center of Dang Trong while this story is still very strange in the whole country also due to the system.
When the province was re-established, Quang Nam went from a province with a budget revenue of only 130 million VND to now having a revenue of 20-30 thousand billion VND per year and balancing the revenue to the Central Government, partly thanks to the system. Listing it out shows that the system is the most important "bottleneck" at present.
The most important institution here is the institution for human development and utilization. In addition, it is the institution that promotes a number of dynamic projects such as airports, seaports, coastal tourism projects, high-tech development, etc. in Quang Nam province, thereby creating synchronization and avoiding conflicts in the development of various fields.

Need to promote the effectiveness of "seed capital"
Over the years, Quang Nam has exploited its potential for development quite well and compared to many localities, we still have a lot of room for breakthroughs. The issue to pay attention to here is financial resources. But it is necessary to determine that financial resources from the state budget are limited. One dong of investment from the state budget must be able to create and attract at least 50-100 dong of social capital to be considered effective. Currently, Quang Nam has maintained a relatively good annual budget revenue, so it is necessary to use and effectively allocate this resource as "seed capital" to mobilize social resources.
Basic infrastructure, especially transport infrastructure, needs to continue to be prioritized so that we have a basis to call for investment, especially in mountainous areas. The coastal area of Quang Nam, especially from Hoi An to the south of the province, has exploited tourism quite well in the recent period thanks to the development of transport infrastructure.
Speaking more about resources, although the budget has been balanced, if we only rely on this resource, it will not be enough compared to the capital needed according to the provincial planning. We need to persistently propose mechanisms to mobilize resources and policies from the Central Government, from foreign preferential loans, etc.
In addition, the province needs to have a strategy to prepare a land fund to continue calling for investment, because even businesses with money cannot create their own clean land to deploy immediately but must wait for the government to clear the land.

Untie the "bottleneck" of land clearance
Looking at and reviewing the current practical situation of “institutions” in Quang Nam, there are many issues worth paying attention to. In particular, there needs to be real coordination between relevant parties to remove bottlenecks, especially in terms of site clearance, thereby creating and promoting an investment environment and infrastructure development.
There are three issues in land clearance, including policy mechanisms, implementation organization, and completion of land legal procedures. Policy mechanisms must be truly timely in the context of constant change. When the province was first re-established, local land clearance regulations were only 4 pages long, but now they are up to hundreds of pages. Sometimes a few square meters of land, a high-rise building... related to the people, businesses have to wait, depending on the policies of the authorities.
Another important thing is to review the regulations on implementation and enforcement capacity. On the one hand, we need to review the state management agency and secondly, if the consulting units cannot solve the problem, they will always be confused in the land clearance stage.
Third, it is necessary to complete land legal procedures. In recent years, Quang Nam has spent hundreds of billions of VND in the Eastern region to handle this issue, but it has not been thoroughly resolved, leading to inadequacies in citizens' rights, bottlenecks in project implementation, and frequent low ratings on land access in provincial investment environment rankings.
Most directly related to these three issues, I first think that it is necessary to comprehensively review the land fund development centers. It is necessary to re-evaluate the implementation capacity of the leadership and staff of these units to have appropriate arrangements and handling directions.

Clearly define the breakthrough "coordinates"
Quang Nam Provincial Planning will shape the portrait and determine the development goals of the province at important milestones (2030, 2050). At the same time, it will establish the development framework of the province according to the general economic - social - environmental structure with strategic development routes and propose a system of solutions to implement planning tasks in a diverse, complex and new way.
Therefore, identifying key and priority tasks, or in other words, choosing breakthrough "coordinates" for the 2021 - 2030 period, is the key axis to implement the planning goals until 2030, thereby creating the basis for implementing the vision until 2050.
In my opinion, Quang Nam is converging many conditions, is a good address, although it cannot be said to be the best in the country to welcome the flow of international investment shifting into Vietnam. In particular, it is necessary to pay special attention to the investment structure gradually shifting towards high technology to absorb instead of being caught up in growth pressure to achieve goals at all costs.
In the trend of globalization, Quang Nam needs to be sensitive to “read” the opportunities before important developments and political situations in the world and seize the opportunity. With the tradition of “spiritual land and talented people”, Quang Nam must promote and take the lead in this issue.

In fact, Chu Lai airport has taken the shape of a national-level airport, even a regional one. There needs to be strong decisions on investment and development of these two “coordinates” to quickly upgrade the airport to a higher level, turning it into a driving force for regional and national development. This needs to be considered a special project and must have special capital and mechanisms. This area can become a development model for Vietnam with the shaping of an economic belt associated with Chu Lai airport that will take the form of a modern industrial-service ecosystem.

Addressing challenges to developing technical infrastructure
Technical infrastructure development is one of the core contents of Quang Nam province's planning. This is reflected in the fact that up to 98/151 projects (accounting for 65%) in the list of priority investment projects for the period 2021 - 2030 according to the provincial planning belong to the technical infrastructure group.
Besides managing financial resources that could amount to VND100 trillion for implementation, Quang Nam needs to overcome three other challenges: complicated processes; shortage of construction resources, shortage of raw materials; and climate change.
Currently, the process of establishing procedures and planning to ensure a legal basis often takes 2-4 years due to the complexity of administrative procedures and the requirement for thorough assessment from the management agency. In addition, the lack of synchronization in the coordination process between agencies often leads to interruptions, delays, and reduced implementation efficiency.
The implementation of large-scale infrastructure projects in Quang Nam is also facing challenges in terms of construction resources, specifically the shortage of contractors in quantity and quality as well as fluctuations in construction material prices. If this situation is not fundamentally resolved, there is a clear risk that projects will “overrun”, be behind schedule, and lose quality.
In addition, climate change increases the frequency and intensity of natural disasters, greatly affecting coastal areas such as Quang Nam. Infrastructure projects implemented in the new phase need to be consulted and meet higher disaster prevention standards than before, especially in the face of the risk of rising sea levels and landslides.

Need flexibility in planning implementation
In order for Quang Nam tourism to become an international destination, the first basic foundation is still to improve tourism services and infrastructure. According to data from the Civil Aviation Authority of Vietnam, passenger traffic at international airports increases by an average of 7-8% per year. If Chu Lai airport becomes an international airport and connects directly with nearby markets such as China, Korea, Japan, etc., the number of visitors to Quang Nam will increase significantly. Investing in upgrading infrastructure will boost tourist spending as research shows that good infrastructure increases tourist satisfaction by 20-30%.
In addition, it is also necessary to support businesses in organizing relatively new activities related to tourism promotion, such as water sports. If the licensing process can be simplified, businesses will save a lot of time and costs, thereby promoting the rapid implementation of new tourism products, which can contribute to an increase of 10-15% in the number of visitors each year.
Hoiana in particular and the tourism business community in general in the province really need open policies so that Quang Nam tourism can have more quality products, thereby enhancing the local tourism brand. Hoiana's biggest wish to expand investment as well as contribute to concretizing the planning of Quang Nam province is to be flexible in planning work, to develop step by step in areas that have cleared the land instead of waiting until the entire land is available. At that time, we are ready to increase the investment level to 5 - 6 billion USD instead of only 4 billion USD as originally planned.
According to the provincial planning goals, by 2030, Quang Nam strives to become a fairly developed province of the country and an important growth pole of the Central Highlands region. By 2050, Quang Nam will develop comprehensively, modernly and sustainably, imbued with the cultural characteristics of the Quang people, striving to become a centrally-governed city. The human development index and people's income will be high, and life will be happy.
