The content of the official dispatch of the Thanh Hoa Provincial People's Committee Office clearly stated: Tuoi Tre Online newspaper on May 21 reported "Ethnic boarding school gives students' rooms to outsiders, what does the principal say?" by author Ha Dong.

Vice Chairman of the Provincial People's Committee Dau Thanh Tung commented, assigning the Muong Lat District People's Committee to preside over and coordinate with relevant departments, branches and units to urgently inspect and clarify the content of the article of Tuoi Tre Online newspaper on May 21.

Based on current legal regulations, proactively resolve within authority or report to competent authorities for resolution and handling according to regulations; respond in writing to the newspaper and report to the Chairman of the Provincial People's Committee on implementation results and issues beyond authority before June 5.

As reported, on May 21, there was an article reflecting that in the 2023-2024 school year, Muong Lat Secondary Boarding School for Ethnic Minorities, Muong Lat District (Thanh Hoa) had 238 students, but from February 2024 onwards, there were only 188 students living and working in the school's dormitory.

There are 50 students who do not live in the school dormitory, but instead receive scholarship money and live at home with their families. Up to now, there are still more than 10 students who do not live in the school dormitory, which violates the regulations of the ethnic boarding school.

In this school's dormitory, there are 20 rooms reserved for students, but the school took 3 rooms for school staff and the district People's Committee driver to use, causing students to live in cramped rooms, with some rooms having 14 to 16 students.

According to the provisions of Circular 01 of 2016 and Circular 04 of 2023 of the Ministry of Education and Training on the regulations on organization and operation of ethnic boarding schools, it is clearly stated that:

"The task of the ethnic boarding school is to recruit the right students and meet the assigned annual quota. Provide labor education, career guidance and traditional vocational training in accordance with the students' abilities and the requirements of local socio-economic development. Organize boarding for students, ensuring that 100% of the school's students have meals and boarding accommodation."
