On the morning of July 22, at a press conference announcing the President's decree on the law, Lieutenant General Le Quoc Hung, Deputy Minister of Public Security, briefly introduced the Law amending and supplementing a number of articles of the Law on Guards.

Deputy Minister Le Quoc Hung emphasized that the development and promulgation of the Law aims to supplement the subjects of protection in accordance with the Party's regulations and practical requirements; separate the protection regime and protection measures for convenient application in practice.

The law adds the following security subjects: Standing Secretary of the Secretariat, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy.

The Law also clearly stipulates the security regime for people holding key leadership positions and titles, and senior leaders of the Party, State, and Central Committee of the Vietnam Fatherland Front.

Accordingly, the General Secretary, President, Prime Minister, and Chairman of the National Assembly are protected in their access to and protection of their residence, workplace, and place of operation; their belongings, food, drinks, and means of transportation are guaranteed security and safety; they are arranged to be escorted by traffic police when traveling by car, are arranged to have a private car when traveling by train, and are allowed to use a cabin or private plane when traveling by plane...

For those holding the position of Standing Secretary of the Secretariat and Politburo members, access to and protection of their workplace and residence are protected, and traffic police vehicles are arranged to guide them when traveling domestically by car if necessary.

The Law on Security Guards has added the authority of the Minister of Public Security to decide on applying appropriate security measures when necessary to ensure national security, ensure social order and safety, and ensure foreign affairs.

New regulations on high-impact knives

Deputy Minister Le Quoc Hung also introduced the Law on Management and Use of Weapons, Explosives and Supporting Tools, which will take effect from January 1, 2025.

The Law has added a provision that highly lethal knives when used for the purpose of committing crimes, causing disturbances, disturbing public order or opposing agencies, organizations performing tasks, or people on duty are rudimentary weapons; when used by the subject for the purpose of illegally infringing on human life and health, they are military weapons; highly lethal knives used for the purpose of labor, production, and daily life are not defined as weapons.

However, Deputy Minister Le Quoc Hung also stated that in order to ensure strict management of this dual-use vehicle, the Law has assigned the Government to prescribe safety measures in the production, business, export, import, transportation, and use of highly lethal knives.

Mr. Hung affirmed that safety measures must be appropriate to reality and not hinder the normal operations of organizations and individuals. Organizations and individuals that manufacture, trade, export, and import highly lethal knives are responsible for providing information on the quantity, type of product, brand, and name of the manufacturing facility upon request from the police.
