Van Don Economic Zone's infrastructure is increasingly modern
Van Don Economic Zone Management Board, under the People's Committee of Quang Ninh province, was established on April 21, 2020 with a pilot implementation period of 3 years, based on Resolution No. 102/NQ-CP dated November 14, 2019 of the Government on the pilot establishment of Van Don Economic Zone Management Board and Decision No. 344/QD-TTg dated April 21, 2020 of the Prime Minister on functions, tasks, powers and structure, organization of Van Don Economic Zone Management Board under the People's Committee of Quang Ninh province.
Up to now, the pilot period has ended, and at the same time, implementing the Conclusion Notice No. 16-TB/TW dated July 7, 2022 of the Politburo on the content of 'temporarily stopping the pilot implementation of a number of models in the past' and deploying the Provincial Economic Zone Management Board model in accordance with the provisions of Decree No. 35/2022/ND-CP dated May 28, 2022 of the Government, 'determining that each province and centrally run city has a Management Board of Industrial Parks and Economic Zones, except in cases where there are other specific regulations', the People's Committee of Quang Ninh province reports to the Government, the Prime Minister, and the Ministry of Home Affairs to consider allowing Quang Ninh to stop the pilot model of the Van Don Economic Zone Management Board.
Before the pilot establishment of Van Don Economic Zone Management Board, Van Don district was still managed by Quang Ninh Economic Zone Management Board.
Attracting more than 37,826 billion VND of non-budgetary investment capital
According to the report of the People's Committee of Quang Ninh province, in the 3 years of pilot operation of the Van Don Economic Zone Management Board, investment attraction has improved compared to before. Specifically, it has attracted more than 37,826 billion VND of non-budgetary investment capital, 1.5 times higher than the total registered capital in the previous period.
Van Don Economic Zone Management Board ceases operations after 3 years of establishment
The implementation of planning work has been focused and effective; 12 important zoning plans have been developed. Of these, 9 zoning plans have been approved; 3 zoning plans have had their tasks approved and are being developed and submitted for approval; detailed plans have been developed and approved as a basis for attracting new investment projects.
However, the operation process also revealed difficulties and limitations. In particular, the Van Don Economic Zone Management Board has not been decentralized and strongly authorized in a 'pilot' nature, so its functions and tasks are similar to those of other Economic Zone Management Boards.
In addition, Van Don Economic Zone is located in a border area, has a large area of forest and sea and islands, but does not have special and outstanding incentive policies to create motivation to attract investment; technical infrastructure and service infrastructure are not adequate, leading to the quality and efficiency of investment attraction not meeting the requirements of in-depth development, and has not attracted potential investors to implement dynamic projects.
