Need more "arms" to participate in communicating draft policies

On May 31, the Ministry of Justice held a workshop with the theme of Solutions to mobilize social resources to participate in communicating draft policies that have a great impact on society in the process of developing legal documents.

In his opening speech, Mr. Le Ve Quoc - Director of the Department of Dissemination and LegalEducation , Ministry of Justice, said that on March 30, 2022, the Prime Minister issued Decision No. 407/QD-TTg approving the Project "Organizing policy communication with great impact on society in the process of developing legal documents for the period 2022-2027" (Project 407).

Project 407 proposes 8 key groups of solutions for implementation, including a group of solutions to mobilize social resources to participate in communicating legal policies.

Through grasping the situation, the results of 1 year of implementing the Project show that many ministries, branches and localities have paid attention to directing and proactively coordinating with media agencies, agencies, organizations and related individuals to organize communication activities for the draft policy in quite diverse forms as well as mobilizing resources to participate, initially achieving some positive and important results.

However, the reality is that most drafting agencies do not have enough human and financial resources to effectively carry out the task of communicating draft policies.

The mobilization and promotion of the role of the Vietnam Fatherland Front, its member organizations, the Vietnam Lawyers Association, the Vietnam Bar Federation and bar associations, experts, scientists , organizations, individuals and businesses to participate in and support the communication of draft policies is not yet commensurate with the requirements of the task.

Therefore, in order for the policy draft communication activities to be effective and widely spread to reach a wide range of people, the requirement is to attract and mobilize social forces to participate, accompany the drafting agencies and provide financial support for implementing policy draft communication activities.

Speaking at the workshop, Deputy Director of the Department of Legal Education and Dissemination (Ministry of Justice) Phan Hong Nguyen emphasized: The Prime Minister's issuance of Project 407 is considered one of the "pushes", important and urgent solutions for the communication activities of draft policies to be carried out early, remotely, right from the time of making proposals to develop legal documents, contributing to improving the quality of policies and institutions, creating social consensus as well as the awareness of respecting and complying with the law of people and businesses, meeting the goals of socio-economic development and ensuring national defense and security.

To enhance the mobilization of social resources to participate in communicating the draft policy, Mr. Phan Hong Nguyen also proposed a number of necessary and important solutions.

Accordingly, it is necessary to continue raising awareness of all levels, sectors, organizations, businesses and individuals about the role of policy draft communication work; promote the role of the Coordinating Council for Legal Education and Dissemination at all levels in guiding and directing specific and appropriate solutions.

In addition, research and complete policies and institutions to strengthen and improve the effectiveness of communication work on draft policies in general, and resource mobilization in particular, in the direction of linking responsibilities with benefits when participating, providing financial support and having specific incentive mechanisms and policies to attract the participation of the whole society.

Identify the main channels for mobilizing social resources, and at the same time identify the agencies and organizations that the agency in charge of drafting legal documents needs to focus on coordinating with in the process of communicating the draft policy (information agencies, press, businesses, people, subjects affected by the policy, the Fatherland Front at all levels, member organizations of the Front, focusing on the Vietnam Lawyers Association, the Vietnam Bar Federation, etc.)

According to Dr. Nguyen Thanh Son - Deputy Director of the Legal Department, Ministry of Culture, Sports and Tourism, for policies that have a great impact on society, the media not only plays a role in drafting documents, but if done effectively and substantively, it also contributes significantly to creating vitality for the policy.

To increase the effectiveness of policy communication that has a great impact on society in the process of building legal documents of the industry, according to Mr. Son, in the coming time, it is necessary to consider 5 contents: defining tasks, clearly defining content, zoning objects, adapting approach, and coordinating smoothly.

In particular, mobilizing the participation of councils and consulting experts from the grassroots to strongly participate in the law-making process in general and policy communication in particular; coordinating the subjects affected by the policy and the indispensable role of media and press agencies.

At the workshop, representatives of some press agencies raised difficulties in receiving policies. In addition, the conditions of facilities and infrastructure for accessing information are limited, leading to the fact that when people do not know clearly, it is almost impossible to respond to policies.

On that basis, it is recommended that policy drafting agencies proactively and actively coordinate with the media and press, thereby helping to promptly and fully inform people and businesses about policies and issues of social concern, as well as orient public opinion.

At the same time, it is recommended to diversify the methods and measures for implementing the draft policy communication in conjunction with mobilizing social resources to participate, focusing on the application of information technology and digital transformation; communication on information agencies, newspapers, especially multimedia information channels.
