At the conference, comrade Dang Khac Loi, Deputy Director of the Press Department, Ministry of Information and Communications, conveyed some contents about Press with policy communication; issues related to communication and handling of communication crisis; issues of using social networks and current communication.
The training conference was held to raise awareness of heads of departments, branches, localities, agencies and units in the province on policy communication work; widely implement the conclusions of Prime Minister Pham Minh Chinh at the National Online Conference on policy communication work with the theme "Awareness - Action - Resources" and Directive No. 07/CT-TTg dated March 21, 2023 of the Prime Minister on strengthening policy communication work. Thereby, creating a change in awareness and action of those working in policy information; synchronously deploying policy communication contents and measures at all levels and sectors, contributing to promoting socio-economic development associated with promoting the image of Lao Cai in the coming time.
Ensure that 100% of local departments and branches have focal points for policy communication work.
That is the goal set by Lao Cai province in the Plan to promote policy communication in the province.
To implement synchronously and effectively, the content and methods of policy communication must be suitable for each target group, in many rich and diverse forms, with focus and key points; promote the implementation of propaganda activities on digital platforms and new media.
The goal is to build a policy communication network for Lao Cai province, ensuring that 100% of departments, branches, sectors, and People's Committees of districts, towns, and cities assign leaders in charge of policy communication and have a specialized or concurrent focal point for policy communication; the policy communication network of Lao Cai province is connected to the policy communication network nationwide; striving for 100% of policies under the authority of Lao Cai province and 100% of policies that have a direct impact on people and businesses in the province to be communicated from the time of collecting opinions on proposals for drafting legal documents to the time of approval, promulgation, and implementation of legal documents.
Focus on policy communication content
Policy communication is given special attention in the plan with specific, practical content, linked to people's need for information. The focus is on timely propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws, and the province's management solutions; conveying messages, mechanisms, and policies of the province; promoting the potential and strengths of the industry, sector, and locality to attract tourism and foreign investment, contributing to ensuring political security, social order and safety, promoting the province's socio-economic development, and creating consensus among the people on major policies of the Central Government and the province.
Along with that, it is important to focus on disseminating draft policies that have a great impact on society during the drafting process (within the scope of Project 407); policies, mechanisms, and policies issued by the Provincial Party Committee, People's Council, and People's Committee of Lao Cai province; policies, mechanisms, and policies issued by the Central Government that have a direct impact on people and businesses in Lao Cai province; good models and practices when implementing policies; guidance from departments, branches, and localities after the policy is issued; difficulties and obstacles in practice when applying policies; feedback and recommendations from people and businesses on adjusting and supplementing policies and mechanisms, etc.
7 key task groups
Public information disclosure according to regulations; building a policy communication network; policy mechanisms for implementing policy communication and ordering newspapers; promoting the provision of information for implementing policy communication; investing in and promoting the application of information technology to serve policy communication; digital transformation to serve policy communication; training and coaching for the policy communication team are key tasks in implementing policy communication in the province.
Digital transformation activities serving policy communication are of special interest to spread information to the people, in which the province will deploy software for agencies and units to push content serving policy communication journalism, interaction, and feedback from the people. Deploy the provision of policy communication products on the source information system, grassroots radio system, the province's electronic information portal/page system; on social networking platforms and zalo mini app (Citizen APP). Modernize technical equipment and technology to digitize the production of multimedia communication content of cultural, sports and communication centers of districts, towns, and cities to serve policy communication./.
