At the conference, comrade Pham Ngoc Thai - Deputy Director of the Department of Information and Communications of Binh Dinh province reported a summary of the work results in 2024 and key tasks in 2025. Accordingly, in 2024, with the theme "Year of Digital Data, creating and exploiting data to create new values", the Information and Communications sector of Binh Dinh province will continue to perform well the state management function in all fields of the sector; focus on the tasks of policy communication, promotion, development of digital infrastructure, digital government, digital economy, digital society, ensuring timely service to the direction and administration of authorities at all levels, maximally meeting the information and communication needs of all classes of people; making the Information and Communications sector increasingly grow, affirming its role and position in the socio-economic development of the province.
Regarding telecommunications infrastructure, 4G coverage has been completed to 100% of commune and town centers and 5G network has been piloted in key areas. The Public Telecommunications Program has been implemented in the province, 30 locations of Viettel Binh Dinh and 3 locations of VNPT Binh Dinh have been confirmed for schools, medical stations, and commune People's Committees to be supported to use broadband Internet access services with nearly 10,000 poor and near-poor households supported with public telecommunications services in the province. The work of arranging telecommunications and television cables in conjunction with urban planning has been implemented synchronously. Up to now, 66 routes with a volume of 68.39 km have been renovated.
Many important platforms, databases, and information systems serving the digital transformation task have been deployed, in particular, the provincial Data Center infrastructure system has been invested and completed, ensuring safety, ready to serve the needs of interconnection and providing online public services. In particular, the provincial Data Integration Center Infrastructure (Data Center Infrastructure) continues to be maintained, basically ensuring and meeting information security requirements for information systems including: Electronic office system; Email system, Electronic information pages, interconnection axis, smart urban service system.

Regarding policy communication, the Department of Information and Communications has effectively coordinated with 25 press agencies to carry out policy communication work to ensure that official information is transmitted promptly, fully and accurately, promoting the activities and images of the province to domestic and foreign friends. In addition, the grassroots radio system has been modernized with 138 stations applying information technology - telecommunications, more than 2,700 loudspeaker clusters connected to the central and provincial information source system, which has truly become a close information channel, contributing to building a modern information society...
Regarding postal management, the implementation of service outsourcing at the Provincial Public Administration Service Center, one-stop shops of localities, and the digitization of administrative procedures at public post offices have contributed to improving the quality of service to people, promoting administrative reform and building e-government.
In addition, the Department has also coordinated with relevant agencies to successfully organize and advise on organizing many conferences and seminars on semiconductors, artificial intelligence, cyber security and digital economy, affirming the important role of Binh Dinh in digital transformation and innovation in the Central region. Technical and technological infrastructure continues to be invested and upgraded, creating a foundation for Binh Dinh's information technology industry to increasingly develop, becoming a high-tech center of the Central region and the whole country. Quang Trung - Binh Dinh Software Park currently has 2 operating enterprises (TMA Binh Dinh Co., Ltd. and FPT Quy Nhon Software Co., Ltd.), with about 1,300 employees and revenue of more than 386 billion VND.
At the conference, Mr. Tran Kim Kha, Director of the Department of Information and Communications, discussed and answered questions related to digital transformation activities, communication activities and application of information and telecommunications technology to the grassroots broadcasting system, development of BTS stations, calls with signs of fraud, fraud in cyberspace, human resources to meet the digital transformation process, and streamlining the apparatus in the coming time, which were raised by local leaders at the conference.

Speaking at the conference, Vice Chairman of Lam Hai Giang Provincial People's Committee commended and acknowledged the efforts and achievements of the Information and Communications sector in 2024.
Entering 2025, the final year of the economic development plan for the period 2021-2025, Vice Chairman of Lam Hai Giang Provincial People's Committee suggested that the Information and Communications sector should accelerate 5G coverage throughout the province, especially eliminating gaps and white areas in rural and mountainous areas. At the same time, develop Internet of Things (IoT) infrastructure to support smart applications in the fields of education, health, agriculture and smart cities... In addition, it is necessary to focus on implementing important projects such as the Project on developing semiconductors, artificial intelligence and network safety and security; Project on building a smart digital data warehouse and Project on building a concentrated IT Park. Enhance the ability to connect and synchronize data with national databases to effectively serve the management and provision of public services. The application of artificial intelligence needs to be focused on to improve the effectiveness of state management and serve the people.
