Strengthening propaganda work, promoting initiatives in administrative reform (AR); reviewing, cutting down, and simplifying administrative procedures (AP); enhancing the application of information technology in receiving and handling AD... are solutions that help Vinh Phuc achieve many important results in reforming and simplifying AD, creating maximum convenience for people and businesses in carrying out administrative transactions.
To improve the effectiveness of propaganda and guidance on the implementation of administrative procedures for people, in 2024, Vinh Tuong District People's Committee directed the People's Committees of communes and towns to coordinate with specialized departments of the district, each unit to build videos to guide people in implementing online administrative procedures (according to the criteria of "holding hands and showing how to do it") in the form of skits and real-life situations to improve people's level and understanding in the process of handling records and administrative procedures.
The content of the videos is built from real-life situations, in common, rustic language, close to the target audience, which is the people. The images provide specific instructions, detailed step by step, suitable for the general awareness of the people, even those without specialized knowledge or proficiency in operations can follow and perform.
The videos were then compiled and used as general propaganda materials, posted on the district's electronic information portal, youtube, fanpage, facebook, social networks and district and commune-level communication channels in the area, as well as used as guidance materials for the people by the Community Digital Technology Team.
This video series has greatly reduced the workload for direct instructors at the administrative procedure reception and handling department as well as improved the quality of administrative procedure reception and handling activities at the grassroots level.

This is one of the initiatives to promote administrative reform that localities and units in the province have implemented in recent times. Along with promoting administrative reform initiatives, the province has focused on directing departments, branches and localities to regularly innovate and diversify the content of administrative reform propaganda to a wide range of people.
Reviewing, reducing and simplifying administrative procedures, up to now, agencies and units in the province have conducted statistics and reviewed nearly 1,900 current administrative procedures, of which more than 1,400 are provincial-level administrative procedures, the rest are district-level administrative procedures and commune-level administrative procedures.
In 2024, the Chairman of the Provincial People's Committee signed decisions to promulgate more than 900 administrative procedures, including adding more than 240 new administrative procedures; amending and supplementing 540 administrative procedures; abolishing more than 130 administrative procedures. Ensure that all announced and publicized administrative procedures have internal procedures, electronic procedures and are logged into the national database on administrative procedures.
Focus on investing in upgrading the Public Service Portal and the Electronic One-Stop Information System to connect and synchronize data from the National Database on Administrative Procedures with the Provincial Public Service Portal to publicly post nearly 1,900 administrative procedures, ensuring that the administrative procedure data between the National Public Service Portal and the Provincial Public Service Portal match.
Promoting the application of information technology and developing online public services, up to now, the whole province is providing nearly 1,800 online public services, of which over 1,000 are full-process administrative procedures, the rest are partial administrative procedures.
In 2024, 17 provincial agencies and units and 9/9 district-level units generated a total of 330,000 online records submitted through the National Public Service Portal and Vinh Phuc Provincial Public Service Portal.
The rate of online application submission at departments, branches, sectors and district and city People's Committees averages nearly 62% of the total number of applications processed, exceeding nearly 12% of the target assigned by the Government.
Along with that, the province directed to focus on deploying and completing the information system for handling administrative procedures to receive, handle, monitor, and evaluate the quality of administrative procedure implementation, and provide online public services under the authority of state agencies at the provincial, district, and commune levels.
Currently, the system has connected to 23 other information systems, including 12 central systems, 8 provincial application software systems and 3 other systems. 100% of district-level One-Stop Departments and commune-level One-Stop Departments have organized and implemented the process of digitizing records, documents, and results of administrative procedure settlement...
Thanks to that, the reception and settlement of administrative procedures in the province are maintained in accordance with the provisions of law; administrative procedures are simplified, promptly publicized, creating convenience for organizations and individuals in carrying out administrative transactions.
In 2024, the rate of cases resolved on time and before the deadline out of the total number of cases resolved at all three levels of province, district and commune will increase and reach a high level; in which, the provincial level will reach over 96%; the district level will reach over 99% and the commune level will reach over 98%.
