Provincial leaders worked with the Ministry of Industry and Trade on implementing investment in the construction of thermal power projects using LNG gas in the area.

On the morning of June 24, comrade Nguyen Hong Dien, member of the Party Central Committee, Minister of Industry and Trade chaired a meeting of the Ministry of Industry and Trade with the provinces of Quang Ninh, Thai Binh, Thanh Hoa, Nghe An, Ninh Thuan, Quang Binh, Quang Tri, Binh Thuan, Long An and Bac Lieu on agreeing on the content and solutions for implementing investment in the construction of thermal power projects using liquefied natural gas (LNG) in the provinces, ensuring the correct implementation of the schedule in the VIII electricity plan approved by the Prime Minister.

Attending the meeting on behalf of Thai Binh province were comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. On May 15, 2023, the national power development plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII) was approved by the Prime Minister in Decision No. 500/QD-TTg. Accordingly, the total installed capacity by 2030 is 150 - 160GW (double the current total installed capacity). At the meeting, a representative of the Department of Electricity and Renewable Energy (Ministry of Industry and Trade) reported on a number of contents related to the planning for the development of power sources using LNG gas in Power Plan VIII. Accordingly, the planned LNG gas thermal power capacity to serve domestic demand is 22,400MW (accounting for 14.9% of the total capacity of the entire power system). This is a transitional power source in Vietnam's energy transition, due to its much lower CO2 emissions and other pollutants than coal power, and the ability to switch to hydrogen when the cost of producing electricity from hydrogen is reasonable. Currently, 13 LNG power projects have been approved by the Prime Minister in the list of important projects, prioritized for investment in the electricity sector in Decision No. 500/QD-TTg. Speaking at the meeting, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, reported on the current status of the electricity system, electricity load demand in the province; implementation progress, difficulties and proposals when implementing the LNG power project in Thai Binh.

In his concluding remarks, Comrade Nguyen Hong Dien, Member of the Party Central Committee, Minister of Industry and Trade, affirmed: Energy security in general and electricity in particular are extremely important and urgent issues, because energy is not only an economic issue but also a political issue, national security, safety, and social order and safety. The implementation of the 8th Power Plan, especially important and priority projects, needs to be urgent, effective, and certain. Therefore, if any project is slow, it will be pushed back, if it is too slow, it will be revoked and the investor will be fully responsible. To ensure the timely implementation of gas-fired power projects, the Minister of Industry and Trade requested the active and responsible participation of the entire political system from the central to local levels; at the same time, he requested the Provincial Party Committee, People's Committees of provinces and cities and relevant units to focus on urging progress and creating favorable conditions for investors to implement the projects; promptly resolve or support the resolution of difficulties and problems (especially regarding land, infrastructure, environment, etc.) so as not to affect the progress of project implementation; resolutely revoke the investment registration certificate if the investor violates regulations or delays project implementation in accordance with the provisions of the law on investment in order to contribute to ensuring energy security in general and electricity supply capacity in particular. For projects without investors, the Minister of Industry and Trade requested to urgently review and add the project to the provincial planning and local land use planning and plans; promptly prepare a pre-feasibility study report for the plant, carry out procedures for granting investment policies, select investors with capacity and experience to implement LNG power projects and related infrastructure, striving to complete in the third quarter of 2023; prepare and submit a feasibility study report for the LNG power plant, striving to complete in the fourth quarter of 2023; Closely coordinate with investors and the Ministry of Industry and Trade in the process of investment preparation, construction, and project operation... to ensure progress and efficiency. Regarding some problems such as planning issues, land use plans, transmission infrastructure, connection agreements, power purchase agreements..., the Minister of Industry and Trade said: The Ministry will coordinate with local leaders to propose to the Government: establish working groups in the National Electricity Steering Committee on power development to inspect, urge, and support localities; assign the Department of Electricity and Renewable Energy to promptly guide, support, and assist localities and investors in the implementation process; at the same time, promptly conduct appraisals to perform obligations and responsibilities when investors have complete project documents.
