Speaking at the opening of the conference, Deputy Head of the Standing Committee of the Delegation Affairs Committee Nguyen Tuan Anh emphasized: The fourth industrial revolution and specifically the development of emerging technologies have made the world run into a new race to grasp, master, and standardize new technologies of countries as well as international organizations and Blockchain technology is one of the pillar technologies of the fourth industrial revolution.
With the aim of introducing to elected representatives some basic information about Blockchain technology, how Blockchain works as well as policy analysis skills on Blockchain application in socio-economic management and development. Thereby, helping delegates grasp the operating principles and activities of technology products in some specific fields; from there, proposing to build a legal framework to regulate the application of Blockchain technology, ensuring long-term predictability and stability, in harmony with international law and the laws of other countries in the world.
This is also a forum for technology application researchers to exchange information and share experiences in policy analysis and exploitation of technology products with incumbent delegates, in order to help delegates grasp the operating principles and operations of technology products in a number of specific fields, thereby building a legal framework to regulate the application of Blockchain technology.
Deputy Head of the Standing Committee of the Delegation Working Committee Nguyen Tuan Anh suggested that delegates take the time to fully attend the conference's contents and seriously implement Resolution No. 761/NQ-UBTVQH15, dated April 3, 2023 on Training and updating knowledge and skills for National Assembly Deputies.
Speaking at the conference, Standing Vice Chairman of Thanh Hoa Provincial People's Council Le Tien Lam gave an overview of the province's geographical location, natural conditions, potentials, strengths and major orientations in the period of 2020-2025, as well as outstanding results in Thanh Hoa's socio-economic development in the first 6 months of 2024. Along with the general achievements and results of the province, in recent times, the Provincial National Assembly Delegation and the Thanh Hoa Provincial People's Council have constantly innovated the content and methods of operation to promote their position and role as the representative agency for the will, aspirations and mastery of the people. The quality of participation in law-making by the Provincial National Assembly Delegation and National Assembly Deputies continues to be improved; actively and responsibly participating in deciding important issues of the country.
At the same time , since the beginning of the term, the Provincial People's Council has performed well its functions and tasks according to the law, decided on many policies and solutions in important fields and issues; issued resolutions to concretize the Party's policies and guidelines, legal regulations and in accordance with the practical resources of the locality, contributing to promoting the socio-economic development of the province...
Although the quality and effectiveness of the activities of the National Assembly Delegation and the Provincial People's Council have been significantly improved, in order to meet the requirements and tasks in the new period, the National Assembly Delegation, the Provincial People's Council and each National Assembly Delegate and People's Council delegate need to continue to innovate and improve the effectiveness of their activities, increase professionalism, science, effectiveness, efficiency, modernity, and international integration in their activities.
Therefore, it is necessary to equip them with legal knowledge, foster skills and methods of operation in each field, help them fulfill their assigned duties and tasks, especially help them perform their role of representing the people in exercising state power in the National Assembly; help People's Council delegates perform well the two important functions of deciding on local issues and supervising compliance with the Constitution, laws and the implementation of People's Council resolutions within the locality.

At the Conference, delegates will be discussed by experts and scientists on issues related to the overview of technology and governance on the blockchain technology platform; Blockchain technology application in Vietnam; skills in collecting and processing information to review the legal framework related to Blockchain technology application in the fields of finance and banking, social fields; skills in analyzing policies on property regimes and forms of property ownership for products in the application of blockchain technology; skills in analyzing policies for services on the Blockchain technology platform. At the same time, delegates will be organized by the Reporters to do practical exercises according to the above topics.
