Prime Minister Pham Minh Chinh, on behalf of the Government, reported, explained, and clarified issues under the Government's management responsibility and directly answered questions from National Assembly deputies. Also participating in the questioning were: Deputy Prime Minister, Minister of Finance Ho Duc Phoc; Deputy Prime Minister Le Thanh Long; Minister of Public Security Luong Tam Quang; Minister of Industry and Trade Nguyen Hong Dien.
Three groups of problems
The question-and-answer session of this session focused on three groups of issues under the responsibility of the Governor of the State Bank of Vietnam, the Minister of Health, and the Minister of Information and Communications. During the question-and-answer session, National Assembly deputies raised many questions for Minister of Information and Communications Nguyen Manh Hung. The questions focused on three issues: Solutions to improve the quality of press activities in the current period of social media explosion, especially the role of revolutionary press in promoting socio-economic development; management of advertising activities in the press and online environment; investment, development and improvement of the quality of telecommunications infrastructure, especially in remote areas, remote areas, and ethnic minority areas.
During the two days of question and answer sessions, 136 delegates questioned, 18 delegates debated, and 80 delegates registered to speak but were not allowed to speak due to time running out. “Correct” and “hit” the issues of concern
National Assembly Chairman Tran Thanh Man assessed that the questioning contents met practical requirements, were "correct" and "hit" the issues that voters, people nationwide and National Assembly deputies were concerned about; continuing to affirm that this is a direct and effective form of supreme supervision of the National Assembly.
Nearly one-third of the questions from National Assembly deputies to the Governor of the State Bank of Vietnam were related to the gold market, showing that this is a very "hot" issue at present. Deputy Hoang Van Cuong (Hanoi) commented that previously, the difference between domestic gold prices and world gold prices was up to 15 million VND, now the difference is only 3-5 million VND. This is a reasonable difference. That proves that the State Bank's interventions in the market have solved the problem of balancing domestic supply and demand. Many National Assembly deputies expressed their hope that the State should have higher interventions, which is to ensure both buying and selling of gold.
In the banking sector, a delegate asked about support policies for customers borrowing capital in the agricultural and rural sectors affected by storm No. 3 (YAGI). State Bank Governor Nguyen Thi Hong said that up to now, 35 credit institutions have announced support packages with a capital of VND 405,000 billion to continue lending to businesses and people. Regarding the health sector, delegates were very concerned about the issues of medicine, medical facilities, health insurance, and medical ethics. Evaluating the response of Minister of Information and Communications Nguyen Manh Hung, delegate Truong Xuan Cu (Hanoi) said that the Minister has adhered to current regulations and provided solutions to all questions raised by National Assembly delegates. However, to thoroughly handle the issue, it is necessary to have both sides, such as with the issue of preventing bad and toxic information. The Ministry in charge needs time to continue to propagate and raise people's awareness. The Prime Minister has issued a strategy for digital transformation of journalism, considering cyberspace as the main front of journalism and success or failure depends on this. Highly appreciating the content of the questions and answers about advertising activities on social networks for people in rural areas, especially those in mountainous areas, Mr. Giang A Cau, Chairman of the Farmers' Association of Yen Bai province, said that taking advantage of the gullibility and limited knowledge of farmers in the area, many advertisements on social networks about oriental medicine, functional foods, powdered milk, etc. are exaggerated like "miracle drugs", easily causing misunderstandings about the real effects of the products. The widespread advertising of poor quality products and services, counterfeit goods, and copyright infringements, causing confusion for users, is becoming increasingly common. Promote decentralization and delegation of authority
Notably, during the question and answer session with National Assembly deputies, Prime Minister Pham Minh Chinh said that eliminating temporary and leaky houses is a major policy, which the Politburo and General Secretary To Lam have directed. Currently, our country still has more than 300,000 households with dilapidated houses, including those who have contributed to the revolution, subjects of National Target Programs, poor and near-poor households. Emphasizing the high determination to eliminate all leaky and temporary houses by 2025, the Prime Minister said that it is necessary to establish a Steering Committee from the Central to the grassroots level to unify leadership, direction, mobilization and use of resources. The Prime Minister said that the focus in institutional reform is decentralization and delegation of power. Besides, it is necessary to prioritize growth, and to grow, there must be resources. If we continue to grow at the current rate of 6-7%/year, it will be very difficult to achieve the 100-year target. To achieve growth priorities, institutional obstacles must be removed to mobilize all resources of the State, people, society, public-private partnership resources, foreign investment resources, etc.

Based on the questions of the National Assembly deputies and the answers of the Government members and heads of sectors, the National Assembly Standing Committee will direct relevant agencies to prepare a draft resolution to be submitted to the National Assembly for consideration and approval at the closing session of this Session.
According to National Assembly Chairman Tran Thanh Man, the question and answer session was a great success, with strong commitments in direction, management and operation.
