The Vice Chairmen of the Prime Minister's Advisory Council on Administrative Procedure Reform include: Chairman of the Vietnam Federation of Commerce and Industry; Chairman of the Vietnam Association of Small and Medium Enterprises; Chairman of the Founding Council of the Vietnam Software and Information Technology Services Association; Director of the Department of Administrative Procedure Control, Government Office - Permanent Vice Chairman and General Secretary of the Council.

The Council members include representatives of the leadership: Central Committee of the Vietnam Fatherland Front; Vietnam Lawyers Association; Vietnam Bar Federation; Central Institute for Economic Management; Vietnam Association of Women Entrepreneurs; Vietnam Real Estate Association; Vietnam Banking Association; Vietnam Leather, Footwear and Handbag Association; Vietnam Textile and Apparel Association; Vietnam Association of Seafood Processors and Exporters; Vietnam Digital Agriculture Association.

In addition, the Council members also include representatives of the leadership of: Vietnam Pharmaceutical Enterprises Association; Vietnam Private Hospital Association; Vietnam Tourism Association; Tourism Advisory Council; Vietnam Logistics Services Enterprises Association; Vietnam Association of Agents, Brokers and Maritime; Council of Business Associations in the Mekong Delta; Binh Duong Business Federation; Vietnam Young Entrepreneurs Association; American Chamber of Commerce in Vietnam; European Business Association in Vietnam; British Business Association in Vietnam; Japan Business Association in Vietnam and the Korea Trade and Investment Promotion Agency in Hanoi.

The Decision clearly states: The Administrative Procedure Reform Advisory Council is an advisory body of the Prime Minister, with the function of advising and proposing to the Prime Minister reform initiatives on mechanisms, policies, and administrative procedures related to production, business activities and people's lives; and evaluating the implementation of administrative procedure reform at ministries, branches, and localities.

The Council is responsible for researching, consulting, and proposing to the Prime Minister and the Head of the Prime Minister's Administrative Procedure Reform Working Group on reform initiatives on mechanisms, policies, and administrative procedures related to production and business activities of enterprises and people's lives.

At the same time, proactively grasp and synthesize the reflections and recommendations of individuals and organizations on mechanisms, policies and administrative procedures that are barriers to the production and business activities of enterprises and the lives of people to promptly provide information and report to the Prime Minister, the Head of the Prime Minister's Working Group on Administrative Procedure Reform to direct the removal or directly request ministries, branches and localities to consider and handle according to their authority.

Provide opinions on administrative procedures and regulations related to business activities expected to be issued in projects, draft legal documents and plans for reduction and simplification.

The Council periodically or irregularly organizes meetings with the business community and relevant agencies, individuals and organizations to listen to difficulties and problems regarding mechanisms, policies and administrative procedures related to production and business activities of enterprises and people's lives; summarizes the situation and results and reports to the Prime Minister and the Head of the Prime Minister's Working Group on Administrative Procedure Reform; evaluates the implementation of administrative procedure reform in ministries, branches and localities and performs other tasks assigned by the Prime Minister.

The Government Office is the standing body of the Council, responsible for coordinating and ensuring working conditions for the Council, the standing body, assisting and secretarial bodies of the Council and mobilizing other relevant agencies and units to participate in the activities of the Council; studying administrative reform initiatives proposed by Council members before the Council Chairman reports to the Prime Minister and the Head of the Prime Minister's Administrative Procedure Reform Working Group for consideration and decision.

The Department of Administrative Procedure Control, Government Office is the assisting agency of the Council, performing the duties of the Council's secretary.
