WATCH CLIP:

On the morning of May 27, Minister of Public Security To Lam presented a report on the draft Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.

Law on Exit and Entry of Vietnamese Citizens , the Minister of Public Security said, the law is amended to reform administrative procedures. Add the form of submitting documents in the electronic environment for procedures to request the issuance of ordinary passports, report the loss of ordinary passports in the electronic environment, and restore the validity of ordinary passports.

Also add “place of birth” information on immigration documents.

Minister of Public Security To Lam presented a report to the National Assembly this morning.

Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam , General To Lam said, the amended law will increase the validity of e-visas from 30 days to 3 months, valid for single or multiple entries. In addition, it is proposed to expand the issuance of e-visas to citizens of all countries and territories and assign the Government to decide on a specific list of countries.

The draft law also proposes to increase the temporary residence period from 15 days to 45 days for citizens of countries that Vietnam unilaterally exempts from visas and to consider visa issuance and temporary residence extension according to other provisions of the law.

Presenting the review report, Chairman of the National Defense and Security Committee Le Tan Toi said that the review agency agreed with the addition of immigration documents and "place of birth" information to immigration documents.

According to Mr. Toi, this addition is the next step to ensure a solid legal basis after the National Assembly agreed to add information about “place of birth” to passports. There are suggestions to study regulations on open information on immigration documents to protect Vietnamese citizens and ensure foreign affairs requirements.

The Chairman of the National Defense and Security Committee said that the review agency also agreed with the proposal to increase the duration of electronic visas from no more than 30 days to no more than 3 months.

The inspection agency determined that the regulation of multiple-entry e-visas will create convenience and initiative for foreigners in their entry and exit, contributing to reducing administrative procedures, saving time and costs for foreigners.

Extending visa validity is expected to attract more international tourists.

Increasing the duration of e-visas to no more than 3 months will meet the needs of international tourists and foreigners entering Vietnam to research, survey the market, seek and promote investment.

However, to ensure persuasiveness, some opinions suggested that the report drafting agency clarify the basis and grounds for stipulating a period of no more than 3 months. In addition, some opinions suggested increasing the duration of e-visas to no more than 6 months.

Opinions also agreed to increase the time limit for granting temporary residence certificates at the border gate for people entering under unilateral visa exemption from 15 days to 45 days. The examining agency believes that this proposal is consistent with the current situation when the demand for long-term entry into Vietnam is increasing, especially for foreigners coming to invest, work with agencies, businesses, other organizations, travel or carry out other activities.

This regulation is similar to that of some countries in the region such as Singapore from 30-90 days, Malaysia from 14-90 days, Myanmar from 28-70 days, Philippines from 30-59 days, Thailand up to 45 days, Indonesia up to 30 days, Cambodia from 14-30 days.

International visitors have fun on Vietnam's sand dunes.

However, some opinions said that it is necessary to clarify the basis and basis of the 45-day proposal, and suggest adding more specific and convincing arguments. Some opinions suggested increasing the temporary residence period to a maximum of 60 days to be more flexible in granting temporary residence certificates.

At the end of 2022, when the number of international visitors was not as expected, Minister of Culture, Sports and Tourism Nguyen Van Hung proposed that the Government extend the length of stay for tourists to 30 days to increase the competitiveness of Vietnamese tourism. He said that the 15-day temporary stay was very short, not suitable for the long-term travel needs of international visitors, especially the European market.

Today, the National Assembly will discuss these two draft laws in groups, discuss them in the hall on June 2 and vote to pass them on the morning of June 24.
