On the afternoon of June 6, Minister and Chairman of the Ethnic Committee Hau A Lenh answered questions from National Assembly deputies on the second group of issues in the ethnic field.
Synchronously implement many solutions to reduce poverty
Questioning the Chairman of the Ethnic Committee, delegate Pham Van Hoa (Delegation of Dong Thap province) said that the poverty escape rate in recent times has not been as expected, many ethnic minority households do not want to be removed from the list of poor and near-poor households.
Delegates said that this mentality is even quite common across the country, and if there are no measures to deal with it, it will make the State's poverty reduction work ineffective.
Delegate Pham Van Hoa asked Minister and Chairman Hau A Lenh to clarify the causes and solutions so that people can have awareness to join together to escape poverty.
Explaining the above issue, the leader of the Ethnic Committee said that through studying documents from relevant ministries, branches, and localities and conducting actual surveys, it was shown that this phenomenon is real, stemming from many factors.
Accordingly, although according to the criteria of escaping poverty, the actual life of people in that area is still very difficult. People who have escaped poverty have not had much improvement in income, while they do not continue to receive support from policies.

“Access to social services has basically been invested in, but the quality in some places may not meet people’s needs. People are also concerned that if they escape poverty, they may no longer be able to enjoy policies. These are very basic reasons,” said Head of Department Hau A Lenh.
According to the Minister, to solve this problem, many comprehensive measures are needed, and it is also necessary to rely on principles and criteria, because poverty reduction criteria have been issued and implemented nationwide.
"I think that to remove a household from the list of poor households, we must also ensure the minimum conditions for people to live in a non-poor area, then they will feel more secure," said the Chairman of the Ethnic Committee.

In addition to socio-economic solutions, Chairman Hau A Lenh said that it is also necessary to have solutions in terms of propaganda, persuasion, and mobilization of people so that they understand the policies of the Party and State, thereby voluntarily rising up to escape poverty.
“In reality, there are many voluntary cases in localities, sometimes even people asking to leave poverty. These are examples and things we also need to focus on promoting more,” said Director Hau A Lenh.

Investing in the most disadvantaged areas according to development level criteria
Presenting the question, delegate Duong Tan Quan (Ba Ria-Vung Tau delegation) requested clarification of the difficulties and problems in ethnic policies related to the demarcation of communes and villages in ethnic minority and mountainous areas.
Specifically, assessing the impact of Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister approving the list of communes in Region III, Region II, Region I in ethnic minority and mountainous areas for the period 2021-2025, especially the fact that 2.4 million people are no longer eligible for state health insurance.

Explaining this issue, Minister and Chairman of the Ethnic Committee Hau A Lenh said that the demarcation of communes and villages in ethnic minority and mountainous areas was carried out in two phases. Phase 1 was implemented according to Resolution No. 22 of the Politburo, at that time the demarcation was carried out according to mountainous and highland areas. Phase 2 was carried out according to the level of development, identifying particularly difficult villages and communes as areas for concentrated, focused, and key investment.
During the process of delimitation in these two stages, the Ethnic Committee was assigned to preside over and advise the Government to coordinate with ministries and branches to determine the criteria. From 1996 to present, investment policies in ethnic minority areas have been built on the spirit of investing in the most difficult areas according to the criteria of delimiting 3 areas according to the level of development.
Most recently, Resolution 120 of the National Assembly assigned the Government to stipulate specific criteria for determining key and focal areas. In that spirit, the Ethnic Committee advised the Government to issue Decision No. 33 to determine criteria for dividing the three areas according to development level.
Based on these criteria, the Ethnic Committee submitted to the Government Decision No. 861; the Minister and Chairman of the Ethnic Committee was authorized by the Prime Minister to issue Decision No. 612 approving the list of particularly disadvantaged communes.
The classification process is based on a number of criteria: communes and villages with 15% or more of the population being ethnic minorities are identified as communes and villages in ethnic minority areas; communes with a poverty rate of 15% or more are poor communes.

However, according to Chairman Hau A Lenh, this demarcation raises another problem, which is that when poor communes are identified, communes and villages with a poverty rate of less than 15% are no longer poor communes or particularly disadvantaged communes. This is an inappropriate problem.
After Decision No. 861 was approved, more than 1,800 communes in ethnic minority areas in the previous period have escaped the status of poor households and are no longer in the category of particularly difficult households, thus not enjoying the preferential investment policies of the 2016-2020 period for poor areas and poor households in ethnic minority areas.
Chairman Hau A Lenh said that to resolve this issue, in September 2021, the Ethnic Committee assessed the impact and made recommendations to the Government. The Government has issued a document assigning ministries and branches to adjust and amend a number of regulations and circulars related to ethnic minority areas, including the policy of supporting the purchase of health insurance for ethnic minorities.
Specifically, the Government has assigned the Ministry of Health to amend Decree 146, adding and including subjects who are not in particularly difficult communes but are still disadvantaged ethnic minority households to continue to benefit from the policy. The draft is being consulted with relevant agencies to be submitted to the Government in the coming time.
