On September 6, 2023, in Hanoi, the Ministry of Information and Communications held a press conference to provide information on the activities of the Ministry and the information and communications sector in August 2023 and the plan to implement the Ministry's key tasks in the coming time.

At the same time, discuss with press agencies about issues related to the activities of the Ministry and the information and communications sector that are of interest to the press and public opinion.

According to the report, in August 2023, the total revenue of the information and communication industry is estimated at: 321,836 billion VND, up 1% compared to the previous month and down 5% compared to the same period last year. The total revenue of the industry by the end of August 2023 is estimated at 2,263,373 billion VND.

State budget contribution is estimated at VND 8,852 billion, down 3% compared to the previous month and down 19% compared to the same period last year. Cumulative budget contribution of the whole industry up to the end of August 2023 is estimated at VND 64,677 billion.

In the postal sector, postal service revenue is estimated at VND 4,750 billion, equivalent to July 2023 and an increase of over 6% compared to August 2022. Postal output is estimated at 186 million postal items, equivalent to July 2023 and an increase of over 15% compared to August 2022.

In the telecommunications sector, the rate of households using fiber optic cables reached 78.3%, an increase of 6.2% over the same period last year. The target for 2023 is to reach 84% of households using fiber optic cables.

The number of fixed broadband subscribers reached 22.3 million (equivalent to 22.4 subscribers/100 people), up 7.7% over the same period last year. The target is to reach 25 subscribers/100 people by December 2023.

In addition, the number of mobile broadband subscribers reached 86.6 million subscribers (equivalent to 87.07 subscribers/100 people), up 6.3% over the same period last year. The target is to reach 90 subscribers/100 people by December 2023.

Mobile phone subscribers using SMP are estimated at 101.2 million, up 7.77% over the same period last year, an increase of 7.3 million subscribers.

In the field of digital economy and digital society, the proportion of digital economy/GDP in the second quarter of 2023 is estimated to reach 15.26%, the proportion of digital economy/GDP in the first 6 months of 2023 is 14.96%. The total number of new mobile application downloads in July 2023 reached 339 million, an increase of 3% over the same period last month.

Vietnam ranked 9th in the world in terms of total new downloads, accounting for nearly 2.5% of the total global downloads. The total time smartphone users spend accessing Vietnamese applications is about 7.65 hours/month/subscriber, the total number of active accounts on Vietnamese mobile applications is nearly 500 million accounts.

In addition, in the field of press and media, as of August 2023, pay TV subscribers are estimated to reach 18.6 million subscribers (an increase of 12.2% over the same period last year, the number of pay TV subscribers reached 16.57 million subscribers).

As of August 2023, 34 enterprises have been granted licenses to provide pay TV services.

Beware of QR code scanning scams

From August 1, 2023 to August 21, 2023, Facebook blocked and removed more than 295 posts posting false information and propaganda against the Party and State (90% rate);

Google has removed 764 violating videos on Youtube (95%); TikTok has removed 30 violating links, posting false information, negative content (92%). In particular, Google has removed 5 channels (containing 18,900 videos) opposing the Party and the State with a very large number of subscribers and views.

In addition to the situation of QR payment codes at stores being overwritten, causing money to be transferred to fraudulent accounts, recently, the phenomenon of malicious QR codes being easily spread in articles and images through messaging applications, forums, and groups on social networks, especially in live broadcasts (livestreams), has also been reported by the press recently.

When viewers scan the code, they will be redirected to gambling advertising pages with malware that can be installed on their phones.

Beware of fraud via QR code scanning

Answering the question about the increasing trend of QR code fraud recently, the representative of the Department of Information Security, Ministry of Information and Communications said that QR codes have become more and more popular everywhere, especially after the Covid-19 pandemic, causing the demand for QR codes to increase rapidly.

According to the Payment Department of the State Bank, QR codes have a strong growth rate in both quantity and value. In 2022, payments via QR codes increased by 225.36% in quantity and 243.92% in value compared to 2021. This shows that payment methods using QR codes are becoming increasingly familiar to consumers.

QR code fraud has been recorded to increase sharply in the world, even appearing in Vietnam in recent times. Recently, taking advantage of the fact that QR codes must be scanned by phone, scammers have carried out scams, luring users to access malicious links...

In Vietnam in early August 2023, a number of banks issued warnings about credit card fraud via QR codes. The warning said that after making friends on social networks to communicate with victims, scammers will send QR codes for users to scan. This code leads to fake bank websites, which require users to enter their full name, ID number, account, secret code or OTP. From there, users' accounts will be taken over.

A representative of the Information Security Department said: "Compared to traditional malicious links, QR codes have the advantage of being able to be inserted directly into emails and messages without being blocked by filters, thereby easily reaching users."

In fact, the nature of QR code is not a direct malware attack but only an intermediary to transmit content. Whether users are attacked or not depends on how the content is processed after scanning the QR code.

The Information Security Department has issued some recommendations for users, such as being cautious before scanning QR codes, especially wary of QR codes posted or shared in public places or sent via social networks or email; identifying and carefully checking the account information of the person exchanging the QR code .
