Attending the Conference, on the side of the Ministry of Natural Resources and Environment, there were Member of the Party Central Committee, Secretary of the Party Committee, Minister of Natural Resources and Environment Dang Quoc Khanh; and leaders of units under the Ministry.
On the side of the Central Committee of the Vietnam Association of the Elderly, there were former member of the Party Central Committee, former Deputy Head of the Central Organizing Committee, President of the Vietnam Association of the Elderly Nguyen Thanh Binh; Vice Presidents of the Vietnam Association of the Elderly: Truong Xuan Cu, Phan Van Hung, and leaders of the Association.
Promote the cause of protecting resources and environment
On behalf of the two agencies, Vice President of the Association of the Elderly Phan Van Hung reported on the coordination work in the past time. The preliminary report stated that in the past 2 years, the Central Association of the Elderly of Vietnam has actively implemented the contents of the Coordination Program, organized 50 training courses and seminars for about 7,000 officials and members at all levels, bringing practical results; promoting the advantages of the two agencies, contributing to promoting the cause of protecting natural resources and the environment.
The program has raised awareness, promoted the experience and role of the elderly in environmental protection. During the implementation process, thousands of typical examples and hundreds of good models suitable for the elderly have appeared. Over 4 million elderly people have benefited to varying degrees from the results of environmental protection and natural resources, contributing to the construction of new rural areas.
The coordination of natural resources and environmental protection activities between the Ministry of Natural Resources and Environment and the Vietnam Association of the Elderly is increasingly close. Environmental protection activities of the Vietnam Association of the Elderly are increasingly diverse and effective.
The report also pointed out some limitations, including some levels of the Association have not proactively implemented tasks, still showing dependence on specialized agencies; have not fully recognized and have not done a good job of coordinating at the local level; Some Departments of Natural Resources and Environment have not proactively implemented, have not fully recognized the position and role of the elderly in environmental protection; Resources allocated to the Association are still limited, so implementation and efficiency are not high; have not focused on building models for widespread replication.
From the initial results and pointing out the shortcomings and limitations, the report also draws some lessons, including the need to maintain a close relationship between the Ministry of Natural Resources and Environment and the Central Committee of the Vietnam Association of the Elderly; the Departments of Natural Resources and Environment and local Associations in educating and propagating the Party's guidelines and the State's laws on environmental protection; implementing the program, having specific plans for each period.
Cooperation for the sustainable development goals of the country
Speaking at the Conference, Chairman of the Vietnam Association of the Elderly Nguyen Thanh Binh said that the Program has coordinated to launch many movements calling on people to actively participate in environmental protection. Many good and creative models and practices of the Elderly have been built, maintained and replicated, contributing positively to changes in awareness and actions to protect the environment in the community.
In the coming time, Chairman Nguyen Thanh Binh suggested promoting the initial successes, it is necessary to continue to strengthen coordination programs, communicate more and more closely to find good models, create a spread to attract many participants, contribute to changing awareness and gradually forming environmental protection habits in each citizen.
Agreeing with the opinion of Chairman of the Vietnam Association of the Elderly Nguyen Thanh Binh, Minister Dang Quoc Khanh said that in recent years, the Ministry of Natural Resources and Environment has actively implemented the Party and State's policies and laws on environmental protection and climate change response and has achieved many positive results.
However, in addition to the achievements, our country is still facing environmental pollution, natural resource degradation; complex weather and climate developments pose many potential risks. This requires the strong participation of the entire political system, socio-political organizations, communities and people across the country in resource management and environmental protection, in which the participation of the Vietnam Association of the Elderly plays a very important role.
Looking at the preliminary report, Minister Dang Quoc Khanh said that the coordination program between the Ministry of Natural Resources and Environment and the Vietnam Association of the Elderly through the stages has mobilized the strength of the entire population to participate in the management, rational use of natural resources, environmental protection, and response to climate change. The coordination activities have been directed throughout from the Central to the local levels and have achieved many important results.
In the coming time, the Ministry of Natural Resources and Environment wishes to continue to coordinate with the Vietnam Association of the Elderly through the Coordination Program for the period 2022-2026, accordingly, the scope of coordination will be expanded in all areas of state management of the Ministry to further promote the role of the Vietnam Association of the Elderly in responding to climate change, resource management and environmental protection.
Focus on key tasks, effectively use resources; protect the environment; adapt to climate change. To achieve these three main tasks, Minister Dang Quoc Khanh suggested continuing to strengthen propaganda, mobilization, and raise awareness of each person, each family, and residential community in environmental protection, responding to climate change; build new and replicate models of collection points, classify domestic solid waste at source and maintain environmental sanitation in communities and residential areas...
To achieve the great goals of the Program, Minister Dang Quoc Khanh and Chairman of the Association of the Elderly Nguyen Thanh Binh requested that units under the Ministry of Natural Resources and Environment and the Vietnam Association of the Elderly continue to coordinate more closely to develop plans, tasks, and annual and phased work contents that are feasible, suitable for management requirements; suitable for functions and tasks; suitable for the ability to invest resources to ensure the most effective coordination Program, for the goal of sustainable development of the country.
Strengthening the implementation of key tasks for the 2024 - 2026 period
Propagating, disseminating, raising awareness, mobilizing members of the Vietnam Association of the Elderly and their families to be exemplary in complying with policies and laws on environmental protection, adapting to climate change, and exploiting and using resources rationally and effectively.
Organize conferences, seminars, and specialized training courses on resources and environment, and train and improve the capacity of officials of the Association of the Elderly at all levels.
Build and replicate models on management, rational use of natural resources, environmental protection, and climate change adaptation for all levels of the Elderly Association.
Promote the emulation movement "Old age - Bright example" to participate in the management and rational use of natural resources, environmental protection, and adaptation to climate change.
Organize investigation, supervision and criticism of the implementation of laws and policies on natural resources and environment.
Every year, the Ministry of Natural Resources and Environment creates conditions for the Vietnam Association of the Elderly to participate in environmental protection projects.
Summarize and evaluate annual and 5-year performance results, commend and reward individuals and groups with many achievements in resource management and environmental protection.
Propose that the Ministry of Natural Resources and Environment coordinate with the Vietnam Association of the Elderly and relevant local agencies to develop a project on starting a business, creating jobs, participating in book conversion and green transformation; add content on the elderly participating in the program of planting 1 billion trees "For a green Vietnam" to submit to competent authorities for decision and implementation.
