Discussing at the 8th Session of the 15th National Assembly on the draft Law on Teachers, delegate To Van Tam (Kon Tum delegation) said that education plays an important role, teachers play a central role. Therefore, high requirements for teachers are not only ethics but also qualities and political ideology. It is proposed to add standards on political and ideological qualities to Clause 1, Article 14. If only ethics standards are included, it does not fully cover the political and ideological qualities of teachers.
Political and ideological standards are important requirements for teachers, in addition to ethical and professional standards. Expressing her opinion, Ms. Phan Thi Hang Hai - Principal of Kim Ngoc High School (Vinh Yen, Vinh Phuc) said that these standards play a fundamental role, guiding the actions and thinking of teachers, in order to ensure the quality of education and training.
The basic political ideology of a teacher is reflected in having a firm belief in the Party's and nation's guidelines; being a role model in complying with the law and school regulations; maintaining a firm stance against wrong and negative viewpoints; having a sense of responsibility for work and society; constantly learning and updating knowledge to improve one's political theory level.
“Currently, the education sector is implementing regulations on teachers' ethics, including political and ideological standards, so there is no need to issue new documents related to this issue. Education is a special sector, and teachers' work is very difficult. Leaders at all levels need to research and issue guidelines to ensure their rights and motivate teachers to dedicate themselves to their profession,” Ms. Hang Hai acknowledged.
From a management perspective, Ms. Nguyen Thi Van Hong - Principal of Chuong Duong Secondary School (Hoan Kiem, Hanoi) said that in any State agency, there are regulations on the cultural behavior in the unit. Educational institutions all have internal regulations including the political qualities and ethics of teachers; clearly defining the behavior of teachers with superiors, colleagues, students, people or parents of students.
The monthly assessment and classification of cadres, civil servants, and contract workers in the Hanoi political system, issued together with Decision No. 1841 dated October 28, 2021 of the Hanoi Party Committee, clearly mentioned a group of standards on politics, ideology, ethics, lifestyle, working style, and sense of organization and discipline.
Specifically including: Complying with the Party's guidelines, policies and regulations; State policies and laws; being exemplary in ethics and lifestyle, not being corrupt, bureaucratic or wasteful; having standard, dedicated and dynamic working style and manners; having scientific and democratic working methods; complying with the organization's assignments and directions, and implementing the agency's internal regulations well...
“I think we have had implementation guidelines for many years now, so it is not necessary to issue additional regulations related to political and ideological standards of teachers in the draft Law on Teachers. The key is to discuss solutions to legalize regulations to protect the legitimate rights of teachers,” Ms. Van Hong expressed her opinion.

Need to look thoroughly
According to Ms. Le Thi Thu Huong - Principal of Sai Dong Urban Primary School (Long Bien, Hanoi), if we add standards on political and ideological qualities to the draft Law on Teachers, will it overlap with the regulations on considering teachers for admission to the Party?
If we only talk about the selection and recruitment of civil servants, the content of teachers' ethics has been quite comprehensive. The concept of political and ideological qualities has a higher coverage, meaning that those people must truly have maturity and strive to be ready to stand in the ranks of the Party.
From her work experience, Ms. Ta Thi Thanh Binh - Principal of Thanh Xuan Secondary School (Soc Son, Hanoi) recognized that the regulations on political and ideological standards of teachers in the draft Law on Teachers are very important and necessary.
Teachers not only impart knowledge but also guide students' ideology and personality. Therefore, correct political ideology is an important factor to ensure that education aims at the goal of building a comprehensively developed person. Unified political ideology among teachers contributes to creating solidarity and unity in the school and a healthy educational environment.
Currently, a number of teachers only focus on professional training to teach in class, but pay little attention to political and ideological training. This greatly affects the lifestyle and behavior of teachers towards superiors, towards the collective and the Party's guidelines, policies, and laws of the State, not really putting the collective interest first.
Ms. Binh acknowledged that political and ideological qualities require more than teachers' ethics because they include the responsibilities and obligations of teachers to the collective, the nation and the people, not just limited to the scope of the school or students and colleagues.
Some teachers still have limited political awareness, are negligent, and even have incorrect thoughts and perceptions about their role in contributing to the development of the school, homeland, and country. They only teach students to understand textbook knowledge and consider themselves to have completed their mission.
“In today’s era, the role of teachers is becoming more and more important. Building a team of teachers with good political and ideological qualities is an urgent requirement to ensure the sustainable development of the country as well as the education and training sector,” Ms. Ta Thi Thanh Binh emphasized.
