Ministry of Transport proposes to extend special mechanism on materials for 4 expressway projects

The Ministry of Transport has just sent a document to the Prime Minister regarding the review and completion of the draft Resolution of the National Assembly on piloting a number of specific policies on investment in road construction.

Specifically, the Ministry of Transport proposed that the Prime Minister consider reporting to the National Assembly to allow the inclusion of 4 projects including: construction of the North-South Expressway Phase 2 (2021-2025), Khanh Hoa - Buon Ma Thuot Expressway, Chau Doc - Can Tho - Soc Trang Expressway and Bien Hoa - Vung Tau Expressway into the list of projects that are subject to special policies on the exploitation of mineral mines for common construction materials.

According to Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program, special policies on mineral exploitation will be applied in 2022 and 2023.

During the implementation process, there were many different understandings and inconsistent views; the Government, the Prime Minister, ministries, branches and localities had to continue to guide, direct and support investors and construction contractors in carrying out related work on exploiting minerals for common construction materials.

In particular, the Ministry of Natural Resources and Environment had to issue guidelines for implementing the above-mentioned specific policies. The Prime Minister and Deputy Prime Minister have directly inspected projects many times, worked with localities and issued dispatches requesting localities to focus on removing difficulties in construction materials for projects.

Event - Ministry of Transport proposes to extend special mechanism on materials for 4 expressway projects

Four projects proposed to apply special mechanisms for material exploitation include: North-South Expressway Phase 2, Khanh Hoa - Buon Ma Thuot Expressway, Chau Doc - Can Tho - Soc Trang Expressway and Bien Hoa - Vung Tau Expressway.

However, in reality, the source of materials has not been fully provided by the localities and needs to be further reviewed; thus, 1 month will not be enough time to complete the procedures for granting the remaining mines.

In this situation, the Ministry of Transport, on behalf of the Government, has reported to the National Assembly's Economic Committee and the Ministry of Planning and Investment. In particular, it proposed that the National Assembly allow the extension of the implementation period of the special mechanism on the exploitation of minerals for common construction materials for four projects until the end of 2024, or until the completion of projects under the Socio-Economic Recovery and Development Program.

After receiving and revising the comments, the Ministry of Transport proposed that the Prime Minister consider and direct the Ministry of Planning and Investment to study and include the above proposed content in the draft Resolution on piloting a number of specific policies on investment in road construction, which is being reported by the Government to the National Assembly for consideration and approval .
