On the afternoon of February 20, at the headquarters of the Ministry of Industry and Trade, Deputy Minister Nguyen Hoang Long chaired a working session with the JETP Secretariat and international banks.
Attending the meeting were units under the Ministry of Industry and Trade and representatives of ministries and branches participating in the JETP (Just Energy Transition Partnership) Secretariat and UNDP (United Nations Development Program in Vietnam), and a number of international banks.

A representative of the Department of Energy Saving and Sustainable Development said that the draft plan was proposed by the Department of Energy Saving and Sustainable Development and the Department of Electricity and Renewable Energy to deploy the synthesis group and the energy group of the Secretariat. The content of other working groups will be supplemented in writing after the ministries and branches complete the organizational arrangement.
Regarding the synthesis group, the representative of the Department of Energy Saving and Sustainable Development informed that the Department will preside over the completion of procedures to perfect the Secretariat and issue the Operating Regulations and submit to the Head of the Secretariat for approval the Framework for evaluating and monitoring the implementation of JETP; organize the review, assessment and update of the Resource Mobilization Plan to submit to the Prime Minister for consideration and decision; organize meetings of the Secretariat, technical meetings of working groups and seminars, and discussions on topics related to JETP...
Regarding the energy group, the Electricity and Renewable Energy Authority said that it will take the lead in developing a handbook of project review criteria to ensure effective mobilization of JETP resources; organize technical meetings with energy sub-groups including: Offshore wind power and the Renewable Energy Service Industry Center; energy storage and pumped storage hydropower; renewable energy and new energy; smart grid; energy saving and efficiency, etc.

At the meeting, members discussed and contributed many ideas to effectively implement the proposed plan.
On behalf of the Ministry of Industry and Trade, the Standing Office of the JETP Secretariat, Deputy Minister Nguyen Hoang Long acknowledged and accepted the comments and contributions of the units and international banks attending the meeting. The Ministry of Industry and Trade will coordinate with relevant ministries, branches and agencies to carry out the next necessary tasks to implement JETP.
The JETP Secretariat was established under Decision No. 845/QD-TTg dated July 14, 2024 of the Prime Minister on the Establishment of the Secretariat to implement the Political Declaration on Establishing a Partnership for a Just Energy Transition.
This is a working group assisting the Prime Minister - Head of the COP26 Steering Committee in coordinating and resolving work related to the JETP Declaration, and coordinating with the Group of International Partners in implementing the JETP Declaration with specific tasks assigned by the Prime Minister. Implementing the Prime Minister's conclusion at the 5th Meeting of the National Steering Committee on COP 26 on October 2, 2024, the Ministry of Industry and Trade is assigned as the Standing Agency of the JETP Secretariat.
