On the morning of September 26, Prime Minister Pham Minh Chinh attended the announcement ceremony of Binh Duong Province's Planning for the 2021-2030 period, with a vision to 2050.
Also attending the event were: FormerPresident Nguyen Minh Triet; Secretary of Binh Duong Provincial Party Committee Nguyen Van Loi; leaders of ministries, central agencies and Binh Duong province, a number of provinces and centrally-run cities; representatives of international organizations, partners, investors, enterprises, and business associations at home and abroad.
Earlier that morning, in Binh Duong, Prime Minister Pham Minh Chinh inspected the site and the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project with the request to speed up the implementation of this vital project.
The Prime Minister also visited the Electricity and Energy Exhibition 2024 and the Vietnam Automation Exhibition 2024 with more than 400 booths of more than 1,000 enterprises from many countries.
At this conference, Binh Duong province awarded investment decisions and certificates to 6 projects with a total investment of 1.5 billion USD; Becamex IDC signed cooperation agreements with foreign partners including Kosmo and Coex...
Binh Duong is dynamic, creative, and a great driving force for development.
Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated Binh Duong province, the Ministry of Planning and Investment, agencies, localities and partners for their careful coordination in preparing this important event, demonstrating the strategic and long-term vision for Binh Duong development and the special attention of businesses and investors.
Spending a lot of time analyzing planning work in general, the Prime Minister emphasized that planning plays a very important role in ensuring rapid, sustainable, and synchronous development of the nation, region, locality, industry, or field.
However, in the past, due to the conditions, circumstances, and history of the country, planning work has not received due attention. Since the beginning of the 13th Congress term, this work has been focused on leadership, direction, and investment; the establishment, adjustment, and organization of implementation of national planning, regional planning, provincial and municipal planning have been accelerated (110 plans have been established, appraised, and approved).
Specifying 5 contents, requirements, 3 main ideas of planning work and 5 tasks in planning development, the Prime Minister emphasized that planning leads and orients the exploitation and effective use of spaces: Land, water - sea, underground space; promotes economic development and attracts investment; improves the efficiency of resource management, environmental protection; contributes to ensuring social justice and improving people's lives, protecting national security and defense, maintaining independence, sovereignty, unity and territorial integrity.
Planning must closely follow the guidelines, policies and laws of the Party and State; closely follow the practical situation of the locality, region and the world, especially the potential and strengths of the locality; closely follow the needs and aspirations of the people. Planning must have innovative and breakthrough thinking, strategic vision, overall, inclusive and comprehensive; planning must be one step ahead, while ensuring systematicity, science and efficiency.
Further analyzing the distinct potential, outstanding opportunities, and competitive advantages of Binh Duong, the Prime Minister said that although the province's area is not large (ranked 44/63 nationwide), its population is over 2.82 million people (ranked 6/63), the labor force accounts for 64% of the population (while the national average is 53%). This shows the great trend in labor migration to Binh Duong, the attractiveness of Binh Duong.
In particular, the people of Binh Duong province have a tradition of revolutionary heroes; always aspire to rise up, are not satisfied with what they have and always want to surpass themselves, this is a precious heritage that has been forged through the ages.
Regarding the achievements, the Prime Minister stated that we are very proud of Binh Duong, the province that has turned nothing into something, turned difficult into easy, turned impossible into possible. "Binh Duong is dynamic, creative, and a great driving force for the development of the Southern key economic region and the whole country," said the Prime Minister.
After nearly 30 years of re-establishing the province (from January 1, 1997), from a poor province, the scale of GRDP increased from 3.9 trillion VND to more than 487,000 billion VND in 2023 (nearly 125 times).
GRDP per capita in 2023 will reach 172.5 million VND, 1.7 times higher than the national average and ranked 5th out of 63 provinces and cities. The economic structure will shift very positively (the proportion of industry and services will account for nearly 90% in 2023).
Binh Duong is the leading foreign investment attraction in Vietnam. By the end of August 2024, there were more than 4,300 FDI projects with a total investment capital of over 41.8 billion USD, ranking 3rd out of 63 (after Ho Chi Minh City and Hanoi).
Administrative reform, digital transformation, and improvement of the business investment environment have achieved positive results. The Provincial Governance and Public Administration Performance Index (PAPI) ranks second in the country and first in the Southeast region.
The political system is increasingly strong; cultural and social fields continue to receive attention; people's material and spiritual lives are improved.
On behalf of the Government, the Prime Minister highly appreciated, commended and congratulated the important achievements that the Party Committee, government, army and people of Binh Duong province have achieved in the past time, contributing to the achievements of the country's Renovation process; requested that the Party Committee, government, army and people of Binh Duong continue to preserve, inherit and further promote the achievements left by previous generations.
Sharing the difficulties, limitations and challenges of Binh Duong, the Prime Minister emphasized that Binh Duong has the conditions to develop more strongly.
"Local decision, local action, local responsibility"
The Prime Minister assessed that the Binh Duong Provincial Planning for the period 2021 - 2030 is a product of the crystallization of the intelligence of the Party Committee, the government and the people of Binh Duong province, of the central ministries and branches, of scientists, the business community, the people and international partners. The planning crystallizes the values, cultural and historical traditions, of the past, present and future, of inheritance, innovation and development.
Regarding development orientations and priorities, the Prime Minister welcomed the "3 constructions" of Binh Duong province, including: Building a dynamic and effective investment and business environment; building a harmonious, humane and sustainable society; and building a creative and honest local government.
Along with that, the Prime Minister suggested that Binh Duong implement 3 pioneering actions:
Firstly, pioneering in connecting the economy with regions, countries, areas and internationally, especially connecting green and digitalized transportation.
Second, proactively pioneer the development of digital economy, green economy, circular economy, sharing economy, knowledge economy, night economy, digitalization, and greening the economy for rapid and sustainable development.
Third, proactively and actively build new-generation, high-tech, smart industrial parks, focusing on innovation, application of science and technology, achievements of the 4th industrial revolution, and training high-quality human resources.
The Prime Minister emphasized that to implement the planning, Binh Duong needs to focus on mobilizing resources for implementation (State, society, public-private partnership, internal and external resources, etc.) and organize implementation scientifically, effectively, with focus, key points, clearly assigning people, tasks, time, responsibilities, products, and results; noting that the human factor is decisive.
The Prime Minister requested Binh Duong to work with localities and the Central Government to remove difficulties and obstacles in terms of institutions, mechanisms and policies, especially to promote decentralization and delegation of power in the spirit of "locality decides, locality acts, locality takes responsibility", promote administrative procedure reform, eliminate the environment of asking for and giving, corruption, negativity, trouble and harassment.
The province must disseminate and disseminate in many different forms so that people, businesses and investors understand and grasp, thereby supporting the planning, following the planning, supervising the implementation of the planning and enjoying the results from the planning with the spirit of "People know - People discuss - People do - People enjoy"; harmonizing benefits and sharing risks between the State, businesses and people. The Prime Minister suggested that Binh Duong could build an exhibition center for provincial planning.
Regarding the tasks of the localities in the Southeast region, ministries, branches and the Government, the Prime Minister suggested continuing to promote the spirit of solidarity and unity, working together, implementing assigned tasks with the highest responsibility, removing difficulties and overcoming challenges.
Regarding investment promotion, the Prime Minister suggested that Binh Duong province continue to promote its leading role in attracting investment and listen more to comments from businesses and investors.
The Prime Minister sincerely thanks and welcomes businesses and investors who have chosen Binh Duong for investment; believes that the projects will be successfully implemented and bring about efficiency; requests businesses and investors to promote their mission, build long-term and sustainable business strategies, properly implement investment commitments and cooperation agreements in the spirit of "what is said is done, what is committed is done; what is done is effective".
Along with that, investors and businesses are pioneers in innovation, green transformation, digital transformation, technology transfer, pioneers in smart and modern governance; pioneers in building and developing high-quality human resources; contributing consulting opinions for administrative procedure reform, improving the investment and business environment; complying with the law, implementing well the culture, business ethics, social responsibility, ensuring the lives of workers, and social security.
The Prime Minister stated that, with the spirit of paving the way and creating, the Vietnamese Government is committed to ensuring the legitimate and legal rights and interests of enterprises and investors; building laws, institutions and policies in the direction of both enhancing the effectiveness of state management and creating and opening up development space; enhancing publicity, transparency, preventing and combating corruption and negativity; increasing support for enterprises and improving the environment, business investment, and enhancing competitiveness.
The Prime Minister emphasized the spirit that all relevant parties need to "listen and understand together"; "share vision and action"; "work together, win together, enjoy together and develop together"; "share joy, happiness and pride".
The Prime Minister assessed that Binh Duong province has a solid foundation from the Party's leadership, the spirit of great solidarity, the heroic cultural and historical traditions, the people's hearts, the support of the international community, businesses, and localities, and the spirit of self-reliance and self-improvement.
With these supports, the Prime Minister believes that the Binh Duong Provincial Planning will be effectively implemented, contributing to building a strong and prosperous country and an increasingly prosperous and happy people.
According to the leaders of Binh Duong province, with this Plan, Binh Duong is ready to start a new development phase with many new and aspirational directions for a rich, civilized, and affectionate locality, a closely connected piece between the remaining localities, as well as spreading development not only to the province itself.
With the newly approved plans, administrative boundaries that have long been defined by bridges or rivers have now been almost erased, or local, local thinking like a blood clot that blocks the growth potential of the region and the whole country has now been replaced by the spirit of association and connection for the common benefit of the country.
The Party Committee, government and people of Binh Duong province need to make efforts to continue writing the success story, transforming growth quality, escaping the middle-income trap, ensuring rapid and sustainable development of the locality, contributing to the development of the Southern key economic region in particular and the whole country in general.
Binh Duong province was officially approved by the Prime Minister for the 2021-2030 period planning, with a vision to 2050 in Decision No. 790/QD-TTg.
The goal by 2030 is that Binh Duong will become a centrally-governed city; one of the dynamic and comprehensive development centers of Southeast Asia; leading in science, technology and innovation, a modern industrial and service center; the socio-economic infrastructure system and urban system will develop synchronously, modernly, intelligently and sustainably according to the green growth model, adapting to climate change, and protecting the ecological environment. Improving the quality of people's lives, building a prosperous, modern and civilized society; ensuring national defense - security and social order and safety.
Vision to 2050, build Binh Duong into a modern urban, industrial, service center of regional and international stature, one of the locomotives promoting national economic development with the main growth drivers being industry, services, innovation, having a solid economic foundation, high competitiveness; people enjoy a high quality of life, with income levels equivalent to those of developed countries.
