Binh Duong aims to have 100% of officials and civil servants working in legal advisory work trained and updated with knowledge by 2030.
Binh Duong Provincial People's Committee issued Plan No. 6769/KH-UBND to implement Decision No. 916/QD-TTg dated August 27, 2024 of the Prime Minister on approving the Project on developing human resources for legal advisory work to meet the requirements of tasks by 2030 in the province.
The plan aims to build a team of cadres and civil servants working in legal advisory work with strong political will, good ethics, appropriate expertise, proficient professional skills, and a reasonable structure, meeting the requirements of building the province's legal system. Thereby contributing to building a democratic, fair, open, and transparent legal system, creating a new driving force for rapid and sustainable local development.
The plan focuses on implementing contents on innovation of thinking, raising awareness and responsibility in building and developing human resources for legal advisory work; continuing to research, review and perfect legal regulations on recruitment, use and management of cadres and civil servants; attracting and promoting talented people in various sectors and fields, ensuring the input quality of human resources for legal advisory work...
At the same time, improve the capacity of cadres and civil servants working in legal advisory work; apply digital technology, information technology and other technologies of the fourth industrial revolution in supporting legal advisory work. Commend and reward typical advanced examples in legal advisory work, in order to motivate cadres and civil servants to promote their intelligence, innovate, be creative, and excellently complete assigned tasks.
Accordingly, the Provincial People's Committee sets a goal that by 2030, 100% of the law-making work will be directly directed by the Chairman of the Provincial People's Committee.
By 2027, 70% will be achieved, and by 2030, 100% of officials and civil servants working in legal advisory work will be trained, coached, and updated in legal drafting knowledge and skills to meet the requirements and tasks in the new situation.
By 2027, there will be 2 civil servants and by the end of 2030, strive to have 3 civil servants with sufficient knowledge, outstanding capacity and experience to become the core force to improve the quality of legal advice.
The Provincial People's Committee assigned the Department of Justice to preside over and coordinate with departments, branches and sectors; District People's Committees to develop and compile specialized documents to guide legal drafting skills for officials and civil servants working in legal drafting consultancy in the province; organize training courses for officials and civil servants working in legal drafting consultancy on legal drafting knowledge and skills.
The Provincial People's Committee also assigned the Department of Home Affairs to coordinate with the Department of Justice to implement and continue to guide departments, branches, sectors, and district-level People's Committees on regulations related to recruitment, use, and management of civil servants; at the same time, advise the Provincial People's Committee to deploy the attraction and promotion of talented people, including personnel working in legal advisory work, based on the registration of needs of agencies and units.
The Department of Home Affairs is also assigned to conduct appraisals and send officials, civil servants, and public employees to attend training courses on state management knowledge and skills according to civil servant standards and training programs according to the requirements of leadership and management positions organized by the Political School based on requests from agencies and units.
Heads of departments, branches, and chairmen of district People's Committees are required to directly direct and advise on the work of drafting laws within their scope of management.
Specifically, effectively use and promote human resources with experience in legal advisory work; on the basis of assigned staff, departments, branches, and district-level People's Committees select a number of civil servants with sufficient knowledge, outstanding capacity, and experience to become the core force to improve the quality of legal advisory work; at the same time, have solutions to attract, train, foster, and use to develop a team of cadres and civil servants advising on the development of the next generation of laws, ensuring inheritance.
At the same time, promote the application of digital technology, information technology and other technologies of the 4th industrial revolution in supporting law-making work.
