On the afternoon of February 5th, the Ministry of Information and Communications held a meeting to disseminate the plan for implementing Resolution No. 57-NQ/TW (Resolution 57) dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, and Resolution No. 03/NQ-CP (Resolution 03) dated January 9, 2025, of the Government promulgating the Action Program to implement Resolution 57. Deputy Minister of Information and Communications Pham Duc Long directly attended and chaired the meeting.

In implementing the Government 's Action Program, the Ministry of Information and Communications issued Plan No. 286, assigning specific tasks to each agency and unit to effectively implement the assigned goals and tasks.

In his address to the units, Deputy Minister Pham Duc Long emphasized the need for breakthroughs in the organization and implementation of the plan to carry out Resolution 57 with a very decisive spirit.

According to Deputy Minister Pham Duc Long, if heads of units say they cannot do this or that due to obstacles from circulars, decrees, and regulations, then those officials are the bottlenecks hindering the country's development.

" If there are obstacles related to circulars, we will amend the circulars; if there are obstacles related to decrees, we will amend the decrees. There is no such thing as not doing anything because of obstacles, as this creates bottlenecks for the country, " the Deputy Minister emphasized.

The second guiding principle that has been clearly emphasized is the delegation of responsibility to the head of the organization. Previously, the head directly directed; now, the head directly performs the tasks and is directly responsible for their progress. Results are the measure used to evaluate the performance of the head of the organization.

The Deputy Minister requested that heads of agencies and units within the Ministry review the content and completion timelines of tasks related to their respective units, then report on the timelines and progress of implementation and request additional resources if necessary. Heads of units should also break down the plan into weekly and monthly schedules, assigning specific tasks to individuals responsible for execution.

The review and planning must be implemented urgently with the spirit of " a delay of one week means the whole country is stuck for one week, a delay of one month means the whole country is stuck for one month, development is delayed for one month ," and then sent to the central coordinating agency, the National Digital Transformation Department (Ministry of Information and Communications).

The National Digital Transformation Department is tasked with coordinating with the Office of the Ministry of Information and Communications to develop a system for updating, monitoring, and evaluating the implementation of plans by units on a weekly and monthly basis for reporting purposes.

Deputy Minister Pham Duc Long requested that all units within the Ministry of Information and Communications seriously and responsibly carry out all assigned tasks, encouraging them to complete them faster and ahead of schedule.

" We cannot afford to delay; every day we are late becomes a bottleneck for the country. That's the spirit. There are many tasks to be done, but if we can accomplish them, it will create a breakthrough for the country's development ," the Deputy Minister emphasized.

In accordance with the directives of the Ministry's leadership, at the meeting, all agencies and units within the Ministry of Information and Communications committed to fulfilling their assigned tasks with the highest determination.
