Implementing the resolution of the District Party Congress, the Standing Committee of Dien Bien Dong District Party Committee has led the Party committees at all levels, the government, the armed forces, agencies, units, and the people in the district to deploy and organize the implementation of tasks well. A number of targets have been achieved and exceeded the set plan: Of the 15 targets set out in the resolution, 3/15 targets have reached 100%; 6/15 targets have reached over 80%; 6/15 targets have not been evaluated. Social policies have been implemented promptly; national defense has been maintained and stabilized; social order and safety have been ensured. Foreign affairs activities, party building, and consolidation of the district's political system continue to be effectively implemented.
Secretary of the Provincial Party Committee Tran Quoc Cuong acknowledged the achievements of the Party Committee and the people of Dien Bien Dong district in the past time. Since the beginning of the term, despite many difficulties, with determination and a high sense of responsibility, the Standing Committee of the Dien Bien Dong District Party Committee has closely followed the province's policies, clearly defined tasks, focused on leadership, direction and organization of implementation, achieving quite comprehensive results. The Provincial Party Committee Secretary also pointed out some limitations, such as: Although 2024 is the last year of implementing the Resolution of the District Party Congress, term 2020-2025, up to the time of reporting, 8/15 targets have not been achieved; the forest coverage rate is difficult to meet the planned target (currently only reaching 93.9%).
The Provincial Party Secretary requested that in the coming time, the Standing Committee of Dien Bien Dong District Party Committee focus on leading and directing the implementation of a number of key tasks: Continue to review and evaluate the actual targets that have been completed and exceeded compared to the Congress Resolution to improve the achieved targets. For 8/15 targets that have not been achieved, it is necessary to continue to have specific, effective and practical plans and solutions to strive to complete them from now until the end of 2024 and the first 6 months of 2025.
In the work of building the Party and the political system, it is necessary to synchronously and effectively implement all stages of personnel work in accordance with the direction of superiors. Continue to review, adjust and supplement the personnel planning to serve as a basis for preparing personnel for the next term, especially young cadres, female cadres, and ethnic minority cadres in line with the development goals of the district, ensuring succession and development. Lead, direct and prepare conditions for the successful organization of Party congresses at all levels for the 2025-2030 term in the district.
The Standing Committee of the District Party Committee focuses on leading and directing the drastic implementation of solutions to complete the socio-economic development targets in 2024. Accelerate the disbursement of capital from the National Target Program to ensure a rate of over 95%. Restructure the agricultural sector in a sustainable direction; do a good job of finalizing completed projects. Invest in projects in a concentrated and key direction; prioritize the allocation of capital for final payment for completed projects. Pay attention to and create favorable conditions to attract investors to survey and invest in the district to promote socio-economic development. Continue to proactively grasp the situation, perform well the task of ensuring national defense and security, associated with socio-economic development, bringing a prosperous and fulfilling life to the people.
