The Drug Crime Investigation Police Department, Lao Cai Provincial Police, has successfully dismantled a transnational drug trafficking and transportation ring from Laos to Vietnam, and then to a third country for consumption; arrested 1 suspect, seized 10 heroin cakes, and some related exhibits.
Previously, through the work of grasping the situation, the authorities discovered that recently, some subjects in Project 821T, established on August 23, 2021, have shown signs of resuming activities after a period of inactivity. In particular, a number of indigenous subjects colluded with domestic subjects (Dien Bien province) and international subjects (Laos, Myanmar) ... to transport a large amount of drugs through the provinces to Lao Cai for consumption or transit to a third country. Given the complexity of the case, Lao Cai Provincial Police have directed professional units to concentrate forces, means and make plans to destroy it.
After the case was established, the reconnaissance force closely followed and monitored all movements of the subjects in the ring. At about 12:05 p.m. on May 22, 2023, the Drug Crime Investigation Police Department , Lao Cai Provincial Police, in coordination with Ban Phiet Commune Police, caught Phang Seo So, born in 1997, residing in Ban Phiet Commune, Bao Thang District, red-handed, traveling on a motorbike with license plate 24B2-00977 in Nam Suu Hamlet, Ban Phiet Commune, carrying a backpack containing 10 heroin bars.
At the investigation agency, Phang Seo So confessed that on May 18, 2023, So received 10 heroin cakes from a person from Dien Bien to sell for profit, but before he could sell them, he was arrested by the authorities. It is known that Phang Seo So had a previous conviction for human trafficking with a sentence of 4 years in prison. In addition, the investigation agency discovered that the motorbike that the subject used to transport drugs was stolen more than a year ago in Bao Thang district.
Currently, the case is being investigated by the Investigation Police Agency, Lao Cai Provincial Police, to clarify the violations of the subjects for handling according to the provisions of law.
