Testing 4.1 million people, 21 cases detected

On the morning of May 29, continuing the 5th session of the 15th National Assembly, the National Assembly conducted supreme supervision on the mobilization, management and use of resources for Covid-19 prevention and control; and implementation of policies and laws on grassroots health and community health.

Mobilizing 230,000 billion VND to fight the epidemic

The monitoring delegation's report said that the total direct resources mobilized for epidemic prevention and control and implementation of social security policies in the 2020-2022 period are about VND 230,000 billion.

The National Assembly will conduct supervision of resources for Covid-19 prevention and control this morning, May 29.

Specifically, in 2020 it is 25,000 billion VND, in 2021 it is 120,600 billion VND, in 2022 it is 84,400 billion VND. Of which, the state budget is 186,400 billion VND; mobilizing other sources is 43,600 billion VND.

Regarding the budget for purchasing and using Covid-19 vaccines, the report said that as of December 31, 2022, the budget used to purchase Covid-19 vaccines was VND 15,134.76 billion/102,383,206 doses. Of which, the state budget was VND 7,467.18 billion, and the Covid-19 Vaccine Fund was VND 7,667.58 billion.

The remaining unused budget is 262.5 billion VND, of which the state budget is 137.3 billion VND, the Covid-19 Vaccine Fund is 125.2 billion VND. The Ministry of Health has paid back the state budget and reimbursed the Vaccine Fund according to regulations.

The funding to support the production and testing of Covid-19 vaccines is VND 4.6 billion/VND 8.8 billion from the Covid-19 Vaccine Fund. This amount is provided to the Institute of Vaccines and Medical Biologicals to support research and testing of the COVIVAC vaccine.

Phase 1 and 2 clinical trials will be conducted by December 31, 2022; the remaining unused funds of 4.2 billion VND have been refunded.

The cost of purchasing test kits is 2,593 billion VND, and the cost of collecting testing service fees is 534.7 billion VND.

The budget for purchasing medical equipment, supplies, drugs, and biological products (excluding test kits) is VND5,291 billion. The budget for examining, providing emergency care, and treating Covid-19 patients is VND719,871 billion.

Vietnam considers declaring end of Covid-19 epidemic

There have been serious violations.

In general, the assessment report shows that the management, use, payment, and settlement of epidemic prevention and control funds from the state budget during and after the peak period of epidemic prevention and control have encountered many difficulties and problems, but have not been resolved promptly and thoroughly.

After controlling the epidemic, the dissolution, handover, asset management, payment, and settlement related to field hospitals, mobile medical stations, and Covid-19 admission and treatment facilities have not been done well.

According to the report, there have been serious violations in mobilizing and using resources to prevent and fight the Covid-19 epidemic.

The monitoring delegation's report pointed out many shortcomings and limitations in mobilizing and using resources for epidemic prevention and control in recent times.

Especially in the research, acceptance, transfer, circulation licensing, price negotiation, production organization, purchase and sale of Covid-19 test kits related to Viet A Company and the organization of flights to bring Vietnamese citizens from abroad back to the country for quarantine at civil facilities, voluntarily paying fees during the Covid-19 pandemic. Many officials at the central and local levels were criminally prosecuted.

Regarding vaccines, the monitoring team assessed that access to vaccines in the early stages was slow. At the same time, research, invention, testing, production, and technology transfer of vaccines in disease prevention and control were slow. To date, only one vaccine from a private company that received technology transfer from the US is continuing to conduct phase 3 clinical trials.

More than 2,000 billion to buy Viet A test kit

The monitoring team also pointed out many limitations in the use of funds to purchase test kits. Specifically, the requirement to conduct large-scale testing in a very short time leads to inadequacies in meeting the implementation resources with current regulations, causing overload and exceeding testing capacity in most densely populated areas.

The report cited that the requirement to conduct testing on an unprecedented large scale and in a short period of time, requiring testing for all Hanoi residents (about 8 million) within 1 week from September 9, 2021 to September 15, 2021, led to inadequacies in meeting implementation resources with current regulations, causing overload and exceeding testing capacity at that time.

Hanoi's report said the city has tested more than half of Hanoi's population, about 4,197,528 samples, but only found 21 positive cases.

Notably, the monitoring team pointed out that there were many violations in bidding, purchasing, borrowing, and lending of test kits.

According to the State Audit report, in 2020 and 2021, units purchased biological products, chemicals, and test kits at different prices, depending on the type, origin, and manufacturer. Some units purchased test kits from Viet A Company worth up to VND 2,161.6 billion (directly or through an intermediary distributor).
