Coming to Xuan Nha during the peak of the heat wave, the temperature in the Xuan Nha special-use forest area continuously increased, the vegetation under the forest canopy was dry, the risk of forest fires was very high, we really felt the difficulties and pressure in the forest fire prevention work of the forest rangers here.

Forest rangers and forest protection team of Chieng Hin village patrol to protect Xuan Nha special-use forest.

Xuan Nha Special-use Forest has a total area of 18,173 hectares, located in Tan Xuan, Xuan Nha, Chieng Xuan communes, Van Ho district and Chieng Son commune, Moc Chau district. Of which, 15,231 hectares of land are forested, with 10,185 hectares of strictly protected areas. Xuan Nha Special-use Forest has a diverse and rich ecosystem, in the forest there are many precious timber species such as po mu, sen, doi; especially red pine belonging to group IA, an endemic species listed in the Vietnam Red Book and many wild animals, this is a forest that strictly prohibits any encroachment.

In the heat of over 400C, we, along with officers from the Forest Protection Department, the Xuan Nha Special-Use Forest Management Board and the Chieng Hin Forest Protection Team, Xuan Nha Commune, carried out measures to treat the ground cover and build firebreaks in some areas at high risk of forest fires that the village had contracted to protect. Under the forest canopy, but the heat was still sweltering, Party Cell Secretary, Head of Chieng Hin Village Ngan Van Thiep shared: The village has contracted to protect more than 600 hectares of special-use forest. For many years, the village has received an average of nearly 120 million VND per year from forest environmental services, so it has the conditions to serve the protection and fire prevention work. Since the beginning of the peak of the heat wave, 15 members of the village's forest protection team have coordinated with local forest rangers to continuously take turns patrolling, detecting and handling forest areas at high risk of fire; propagating and reminding people to comply with fire prevention and control regulations, and absolutely not bringing fire into the forest.

However, because inside the Xuan Nha special-use forest there are 11 villages, with a total of 1,076 households, about 5,550 people living in the core and buffer zones of the special-use forest, people mainly cultivate swidden fields. In addition, many special-use forest areas have complex terrain, especially in the border areas and bordering Laos, so forest management and protection in these areas is extremely difficult. Meanwhile, only forest protection teams are equipped with basic tools for patrolling and forest fire prevention and control; while the equipment and means of the Xuan Nha special-use forest rangers, such as saws, blowers, bark cutters, generators, sprayers, etc., only meet more than 10% of the task requirements.

Mr. Hoang Trong Thang, Acting Director of Xuan Nha Special-use Forest Management Board, said: Right from the beginning of the dry season, the unit has thoroughly grasped and implemented the task of PCCCR for the entire area of Xuan Nha Special-use Forest. Advised the commune authorities to develop PCCCR plans and strengthen 17 forest protection teams, including 272 members in the villages; organized households living in the special-use forest to sign a commitment to protect the forest and PCCCR.

At the same time, the Forest Protection Department and the Xuan Nha Special-Use Forest Management Board have completed the Forest Fire Prevention and Control Command Board and 3 specialized forest protection teams stationed in the communes. Every day, the Special-Use Forest Management Board assigns 3 officers to be on duty 24/7 to receive information reflecting forest fires, monitor fire spots from satellites to inform specialized forest protection forces in the communes to organize inspections, detect and promptly handle situations when forest fires occur. At forest protection stations, the forest protection force coordinates with the forest protection teams of the villages to regularly patrol and inspect forest protection and forest fire prevention and control work in key areas with high risk of fires.

Mr. Pham Quang Canh, Head of Xuan Nha Special-Use Forest Ranger Department, informed: The development of fire prevention and fighting plans by forest owners and commune authorities must be close to reality according to the "4 on-site" motto, so when a fire breaks out in any village, about 200 people will be immediately mobilized to fight the fire. After that, the forest rangers, border guards, commune police, forest protection teams and people from neighboring villages will respond, organize to extinguish the fire, and prevent the fire from spreading. Since the beginning of the hot season, in Xuan Nha Special-Use Forest, there has only been a small fire in the bamboo forest vegetation in the border area and it has been handled promptly. The unit recommends that the functional branches and authorities of Moc Chau and Van Ho districts need to allocate funds to invest in vehicles and equipment for the forest rangers to meet the requirements of management, protection and special-use fire prevention and fighting tasks.

With a high sense of vigilance, a firm grasp of weather developments, and continued implementation of regulations and plans for forest fire prevention and control, the Xuan Nha special-use forest rangers are determined, proactive, and ready to mobilize all forces to participate in any possible forest fire situation.
