Preserving and promoting the value of intangible cultural heritage recognized by UNESCO in the MT&TN area

On August 20, the Ho Chi Minh National Academy of Politics organized a scientific workshop with the theme "Preserving and promoting the values ​​of intangible cultural heritage recognized by UNESCO in the Central Highlands - Central region".

The workshop was chaired by: Prof. Dr. Le Van Loi - Deputy Director of Ho Chi Minh National Academy of Politics; Assoc. Prof. Dr. Dinh Ngoc Giang - Director of Department of Science Management, Ho Chi Minh National Academy of Politics; Assoc. Prof. Dr. Le Van Dinh - Deputy Director of Regional Academy of Politics III.

The workshop aims to provide scientific arguments on the conservation and promotion of the value of intangible cultural heritage recognized by UNESCO in a sustainable manner, thereby contributing to advising the Party's guidelines and State's policies in implementing the spirit of the 13th Party Congress and the 2021 National Cultural Conference on building and developing Vietnamese culture and people.

Accordingly, the Organizing Committee received and selected more than 41 presentations from experts, scientists, managers and practitioners from the Ho Chi Minh National Academy of Politics, the Regional Political Academy III, from research institutes, political schools; departments, branches, political and social organizations of localities in the Central Highlands region.

The papers sent to the Organizing Committee and the papers presented along with the opinions exchanged and discussed at the Workshop objectively, scientifically and frankly assessed and explained the theoretical and practical issues on: preserving and promoting the values ​​of intangible cultural heritage recognized by UNESCO, the Party's viewpoints and the State's policies and laws, international conventions on preserving and promoting cultural heritage recognized by UNESCO;

Advantages, difficulties, opportunities, challenges and issues for the conservation and promotion of intangible cultural heritage values ​​recognized by UNESCO in the Central Highlands region; policy orientations and solutions to preserve and promote the values ​​of intangible cultural heritage recognized by UNESCO in a sustainable manner in the new situation.

The presentations and discussions at the Workshop proposed many recommendations with 4 main groups of solutions including: Firstly, raising awareness for local leaders and managers; for heritage subjects in preserving and promoting the value of intangible cultural heritages recognized by UNESCO in the Central Highlands region;

Second, research and promulgate a number of appropriate mechanisms to protect and promote the value of intangible cultural heritage recognized by UNESCO, specifying preferential policies for artisans in these traditional art forms. Pay attention to supporting local operating costs, especially supporting funding for folk artisans, clubs, and localities to regularly maintain heritage practices. Closely link the preservation and promotion of cultural values ​​with programs, projects, and policies for regional socio-economic development, especially in ethnic minority and mountainous areas, and provide specific written instructions, including in the criteria for new rural construction;

Third, strengthen the application of research results into practice; expand cooperation with research institutes, academies, universities, and international organizations abroad to learn from experience and strategies for preserving and exploiting intangible cultural heritage associated with socio-economic development;

Fourth, continue to cooperate closely with UNESCO and other international organizations to receive technical, financial and experience support in heritage conservation.

Based on the presentations and opinions exchanged and discussed at the Workshop, the Workshop Organizing Committee will synthesize and refine to propose recommendations to the Central agencies and local authorities of the provinces in the Central - Central Highlands region on breakthrough solutions to preserve and promote the values ​​of intangible cultural heritage recognized by UNESCO in a sustainable manner in the new situation.

Hue Royal Court Music is currently used to reenact ceremonies of the Nguyen Dynasty and serve visitors at the Hue Imperial City.

According to statistics, Vietnam currently owns 15 intangible cultural heritages, 9 tangible and natural cultural heritages, and 10 documentary heritages recognized by UNESCO.

The UNESCO recognition of Vietnam’s heritages not only affirms the value of the heritages, but also contributes to enhancing the prestige, status and awareness of the international community and the community practicing the protection of their heritages. The recognition also contributes to increasing international resources, from governments, organizations and from local programs and projects in investing in heritage protection.

On the other hand, listed heritage also creates an attractive effect, attracting tourists, forming cultural and tourism products from heritage, promoting local economic development. More importantly, the listing will impact awareness, be a great source of encouragement for the community to join hands in preserving, maintaining and promoting heritage values.

Of the total 15 intangible cultural heritages of Vietnam recognized by UNESCO, there are 5 heritages in the Central Highlands region, including: Hue Royal Court Music (recognized by UNESCO in 2003), Central Highlands Gong Cultural Space (2005), Nghe Tinh Vi and Giam folk songs (2014), Central Vietnam's Bai Choi art (2017) and Cham people's pottery art (2022).

With 5 intangible cultural heritages recognized by UNESCO over the past 20 years, the Central Highlands region is proud to be a land that converges and spreads the invaluable spiritual and cultural values ​​of the nation. The intelligence, soul, and creativity of the communities and ethnic groups living on this sunny and windy land are crystallized in music, in folk songs, folk dances, in the spirit of strong community cohesion,...

It can be said that the intangible cultural heritages recognized by UNESCO create unique highlights in the cultural mosaic of the Central Highlands and Central Vietnam, contributing to the unified, diverse and rich cultural identity of Vietnam.
