On the afternoon of October 27, in Vinh City, the 18th Nghe An Provincial People's Council held its 16th Session (Special Session).
Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council co-chaired the meeting.
Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee; delegates of the Provincial People's Council.

At the meeting, the Provincial People's Council approved a draft Resolution stipulating a number of preferential policies for Phan Boi Chau High School for the Gifted.
The subjects of application of the Resolution are civil servants working at Phan Boi Chau High School for the Gifted; Students studying at Phan Boi Chau High School for the Gifted; Experts and teachers invited to teach at Phan Boi Chau High School for the Gifted to teach excellent student teams competing at national, regional and international levels and other relevant organizations and individuals.
According to the Resolution, officials with annual classification results of completing tasks well or better will be supported as follows:
Principals, vice principals and teachers are supported 1.7 times the basic salary/person/month; Employees of job position groups: specialized job titles (except teachers), shared professional job titles and support and service groups, are supported at 50% of the support level for principals, vice principals and teachers.

Representatives of managers and teachers whose students are participating in regional and international competitions are assigned and funded to go as observers to join the student delegation according to current regulations on overseas travel expenses; the maximum number of people for each team is 2 and no more than 2 trips in 1 year.
Annually, funding is provided for study abroad, experience exchange, training to improve professional qualifications, foreign languages, scientific seminars at home and abroad, and training students to create resources in districts according to the annual budget balance.
The steering committee for training student teams for national, regional and international competitions is supported by 30% of the total student rewards as prescribed in Resolution No. 11/2018 of the Provincial People's Council.
Teachers teaching excellent student teams competing at national, regional and international levels receive 1.0 times the basic salary/teaching session (4 periods); The time of receiving benefits is based on the actual time teaching the team according to the annual Competition Plan at all levels.

For experts and teachers outside Phan Boi High School for the Gifted: Teaching excellent student teams participating in national competitions will receive 2.5 times the basic salary/teaching session (4 periods) and a maximum of 180 sessions for 1 team; Teaching excellent student teams participating in regional and international competitions will receive 3.5 times the basic salary/teaching session (4 periods) and a maximum of 180 sessions for 1 team/1 exam.
The resolution also stipulates that the maximum number of students receiving scholarships is 80% of the total annual enrollment target. Students who achieve national, regional, and international excellence from the consolation prize and above will receive a scholarship equal to 10 times the current tuition fee of students at Phan Boi Chau High School for the Gifted, for a maximum of 9 months/school year.
Students who are members of the national competition team will receive a scholarship equal to 5 times the current tuition fee of Phan Boi Chau High School for the Gifted, for a maximum of 9 months/school year. The remaining student quota will be considered for a scholarship equal to 3 times the current tuition fee of Phan Boi Chau High School for the Gifted, for a maximum of 9 months/school year.
In addition, students who are members of the excellent student team participating in national, regional and international competitions are supported with food expenses equal to 0.1 times the basic salary/training session; the support time is equal to the training time.

Previously, in 2013, the Provincial People's Council also issued Resolution No. 110 on a number of preferential policies for Phan Boi Chau High School for the Gifted. The total budget for implementing policies for the School from 2014 to 2023 is more than 141.5 billion VND.
The implementation of Resolution No. 110 of the Provincial People's Council has helped the school achieve many remarkable achievements in spearhead education and comprehensive education, especially the number of students winning prizes in national, regional and international competitions. However, up to now, the policies in the Resolution have been inconsistent with the reality and development requirements for a specialized school in the province.

The purpose of building a new Resolution is to ensure that Phan Boi Chau High School for the Gifted is allocated funding and has a basis for payment to the subjects according to regulations; ensuring the regime for civil servants and wages for guest teachers (experts).
In addition, it helps schools have enough teachers to teach, contributing to improving the quality of key education and comprehensive education, meeting the requirements of teaching and learning in the new period; Scholarship and support policies to encourage excellent students to register for entrance exams to the school, register to participate in teams, competitions... and achieve high results.
The development and promulgation of the Resolution aims to encourage and motivate the training and fostering of excellent students, contributing significantly to improving the achievements of national, regional and international excellent student competitions at Phan Boi Chau High School for the Gifted.
