Bac Ha: Many socio-economic indicators exceed set targets

According to the report at the meeting, since the beginning of the year, the socio-economic situation of the district has continued to be maintained and developed. Specifically, the economic growth of GRDP reached 14.78%, equal to 92% of the assigned plan. Agricultural production meets the seasonal framework, food security and commodity agriculture are ensured, agricultural models associated with tourism have been implemented to attract many visitors such as the VH6 pear growing model in Hoang Thu Pho commune, Ta Van plum in Ta Van Chu commune, and the kale vegetable production linkage model in Lung Phinh commune.

New rural construction is being implemented synchronously and on schedule, the average number of new rural criteria/commune is 11.61 criteria/commune.

The implementation of Resolution 10-NQ/TU has initially achieved certain results. Specifically, the harvested tea output was 2,388 tons of fresh tea buds, reaching 41.2% of the plan, equal to 116.6% of the same period in 2023, equivalent to 459.2 tons of dry tea, with an estimated value of more than 45.4 billion VND. Medicinal plants have been planted on 210 hectares (area grown by the people themselves)/240 hectares, reaching 87.5% of the plan (ginger, turmeric, perilla); the area supported by the State will be planted by the end of 2024. Cinnamon trees were planted on 158.9 hectares/151 hectares, reaching 105.2% of the plan, bringing the total cinnamon area in the district to 10,629.9 hectares; The total herd of native black pigs reached 44,005/44,500 pigs, reaching 98.9% of the plan, the output of fresh meat reached 1,487.54 tons, the income value reached more than 105.6 billion VND...

Planning and construction management work in the district is implemented synchronously.

Planning and management of construction, land, natural resources and environment were implemented synchronously and in accordance with regulations. Trade and services had good development. The number of tourists increased sharply, reaching 460 thousand visitors, with estimated revenue of 460 billion VND.

The fields of culture, society and education continue to receive attention. Social security policies, care for people's lives and policy subjects are implemented with attention. National defense and security in the area are maintained, social order and safety are ensured.

Compared with some aggregated indicators in Resolution 46/NQ-HDND dated December 14, 2023 of the District People's Council, 50/171 indicators reached 100% or more, especially some indicators reached a high level compared to the same period such as: Total concentrated tea area; spring rice and early corn area; fruit tree area; rate of records resolved online throughout the process; indicators on measurement and excerpts; land registration... There are 24/171 indicators reaching 90 - 100%, 13/171 indicators reaching 70 - 90% and 18/171 indicators reaching 50 - 70%, 16 indicators below 50%.

The report at the meeting also frankly pointed out a number of difficulties and obstacles in sectors and fields such as: Not attracting strategic investors to build agricultural processing factories to increase product value. The auction work for land use fees is still slow, since the beginning of the year, no auction has been organized, affecting the budget collection results compared to the same period last year. Disbursement of public investment capital in the first months of the year is low (reaching over 35%). Investment preparation work for some projects is not good, approval of investment policies and project investment decisions are not suitable, leading to many adjustments, problems with site clearance, and limited capacity of construction contractors, slowing down project progress. The progress of implementing national target programs is slow, many difficult and problematic contents have not been resolved. In addition, there is a situation where cadres, civil servants and public employees show signs of avoiding and pushing work, fear of mistakes, fear of responsibility, do not dare to advise, propose work handling...

Comrade Nguyen Duy Hoa, Secretary of the District Party Committee, Chairman of the People's Council of Bac Ha district emphasized: The tasks for the remaining 6 months of 2024 are very heavy, requiring the efforts of all levels, sectors, business communities and people in the district to proactively overcome difficulties and challenges; be creative, closely follow the situation, resolutely implement the tasks and solutions set out in Resolution 46/NQ-HDND dated December 14, 2023 of the District People's Council; determined to strive to complete the 2024 plan goals at the highest level, contributing to the completion of the targets of the Resolution of the 24th District Party Congress, term 2020 - 2025 and the targets set out in the resolution.

All levels and sectors must focus on key tasks and have positive and appropriate solutions for sectors and fields that still have difficulties and problems in the first 6 months of the year.
