BTO-That was one of the directions of comrade Duong Van An - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation at the meeting of the Provincial Party Committee Standing Committee working with the Standing Committee of the Bac Binh District Party Committee on the results of 2 and a half years of implementing the Resolution of the 14th Provincial Party Congress and the Resolution of the District Party Congress for the 2020-2025 term this morning (April 7).

The Bac Binh District Party Committee has 44 grassroots party organizations (including 26 grassroots party committees), including 235 affiliated party cells with a total of 3,751 party members. After 2 and a half years of implementing the Resolution of the District Party Congress, term 2020 - 2025, the average income per capita of the district reached 1.08 times compared to 2020. The average annual budget revenue rate met the target set by the resolution; the development investment rate was 15.16% in the local budget expenditure balance. There are 10/16 communes meeting national standards on new rural construction, reaching 83.33% of the target set by the term....
Regarding the results of implementing 6 key tasks and 3 breakthroughs, Bac Binh district continues to consolidate and reorganize the apparatus, improve the leadership capacity of Party committees, grassroots Party organizations, and the effectiveness and efficiency of government management and administration. Take care of and develop the people's lives and the socio-economy of ethnic minority areas to shorten the gap between regions in the district. In particular, the locality focuses on building high-quality human resources in the fields of tourism and agriculture, along with reviewing, screening, and improving the quality of cadres, civil servants, and public employees to ensure professional capacity and public ethics. Promote the effective application of scientific and technological advances in production, business, management activities and public administrative services...
In the economic field, industrial production has been maintained stably. The industrial production value is 5,500/4,220 billion VND, reaching 130.13% of the plan. In the district, there are 4 planned industrial clusters, attracting investment in infrastructure and secondary investment projects... Up to now, the district has been approved by the Provincial People's Committee to invest in 31 tourism projects, with a total area of 776.24 hectares, total investment capital of 6,496 billion VND.
Continue to implement solutions to promote the image of Bau Trang tourist site recognized as a national scenic relic. Along with that, the locality has developed agricultural, forestry and fishery production with quite positive results. The area of conversion to produce new rice varieties among the people is over 34,000 hectares...
In addition to the achieved results, the Bac Binh District Party Committee also acknowledged that industrial and handicraft production in some areas has not developed commensurate with the local potential. Agricultural production has developed strongly but not uniformly. The economic restructuring in agriculture is still small and fragmented. In addition, the quality of comprehensive education is not uniform among regions; although the rate of students dropping out of school has decreased, it is still high...
At the meeting, representatives of departments and branches responded to the recommendations of the Standing Committee of Bac Binh District Party Committee on considering policies to support teachers and staff performing teaching and educational work in mountainous communes of the district; recommending the Provincial People's Committee to soon invest in the Cho Lau - Hoa Thang route according to the approved planning; the road to the production area and pumping station treatment for the upstream area of Phan Lam, Phan Son (through the construction of the Song Luy Reservoir project)...
Through the opinions of comrades in the Standing Committee and leaders of departments and branches, Provincial Party Secretary Duong Van An assessed that since the 14th Provincial Party Congress, the leadership, direction, and management of Party committees, authorities, and organizations at all levels of Bac Binh district have become orderly and disciplined.
The emerging issues have been basically resolved, the rural landscape has changed a lot, local budget revenue has increased... This is a positive sign for the local economy and society. In addition, the Party building work of Bac Binh district is quite good, thanks to which the Party development work, the quality and fighting strength of the Party organization have been improved.
The Provincial Party Secretary emphasized that Bac Binh district is the locality with the largest natural area in the province, a fairly large land fund, important internal and external traffic routes connecting regions, especially many large irrigation systems and energy industrial projects.
Bac Binh also has beautiful natural landscapes, with room to develop all three sectors: industry, tourism and agriculture. This is also a locality with cultural traditions of ethnic groups, creating richness and diversity in identity...
Therefore, the Provincial Party Secretary suggested that Bac Binh consider restructuring its industries and sectors, especially land potential, to create added value. At the same time, promote tourism and energy potential, effectively promote traditional craft villages without changing cultural identity; develop high-tech agriculture to promote growth rate and increase the scale of the district's economy.
In addition, the district needs to study the planning of traffic routes (horizontal axis) connecting National Highway 1A to the sea, effectively promoting resources, increasing the land value of the district. Regarding party building and cadre work, Provincial Party Secretary Duong Van An said that economic development is the focus, party building is the key, cadre work is the key of the key, so it is necessary to focus on training and fostering cadres in the coming time...
