Mai Hoa commune currently has 10 villages, over 2,000 households and nearly 8,900 people. People in the commune mainly work in agriculture and service activities. Previously, because they did not fully realize the benefits of paying voluntary social insurance and health insurance, people were not interested in participating.
Faced with this situation, Tuyen Hoa District Social Insurance has coordinated with local Party committees, authorities, mass organizations and collection staff to implement many practical solutions. In 2024, the unit coordinated with the District Farmers' Association to implement the model of "Farmer members participating in voluntary social insurance and family health insurance". Through the model, dozens of health insurance cards were presented to near-poor households and families in difficult circumstances in the area.

Deputy Director of Tuyen Hoa District Social Insurance Cao Xuan Tinh said: “The district Social Insurance agency regularly directs collection staff to clearly identify potential target groups and apply flexible, creative and appropriate forms of communication; closely coordinate with local authorities to synchronously deploy solutions, such as: Organizing propaganda and dialogue conferences; closely following people to develop targets; propagating on social networking sites... to bring insurance policies closer to people”.
Ms. Ha Thi Hoa, one of the four collection staff in Mai Hoa commune, confided: “In order for people to see the benefits of participating in voluntary social insurance and health insurance, every year, we develop a plan, coordinate with local agencies, departments and branches to propagate and assign targets to villages. Not only communicating through meetings and conferences, we have to “go to every alley, knock on every door” to propagate and mobilize. There are cases where, after one meeting and propaganda, people do not understand, so we have to meet many times. During the propaganda process, we choose realistic, necessary content and vivid images to convey to the people.”
Identifying the important role of the coordination between the district Social Insurance and local Party Committees and authorities, according to Vice Chairman of Mai Hoa Commune People's Committee Ha Ngoc Thanh, in recent times, the local authorities have actively promoted and mobilized people to participate in health insurance and voluntary social insurance to take care of their health and other benefits. The Commune People's Committee established review teams to mobilize people to participate in health insurance; actively called for support from agencies and units inside and outside the province to give health insurance cards to people.

Thanks to that, more and more local people have confidence in joining the social security system rich in humanistic values of the Party and the State. It can be seen that voluntary social insurance and health insurance have really helped many people in Mai Hoa commune stabilize their lives when they are old and reduce the financial burden when they are unfortunately sick or ill.
“In the past, I and many others did not care much about health insurance. Therefore, every time I got sick, it was very expensive because I had to spend a lot of money on medical examination and treatment. But in the past few years, thanks to propaganda and mobilization, realizing the benefits of buying health insurance, I have proactively participated. Thanks to that, when I get sick, my family and I no longer worry much about the costs of medical examination and treatment,” said Ms. Mai Thi Tam, a resident of Lien Hoa village.
| By the end of March 2025, Mai Hoa commune had 5,311 people participating in health insurance, reaching 90.37% coverage rate; 116 people participating in voluntary social insurance. Currently, the whole commune has 3 agents consulting and providing health insurance and voluntary social insurance. |
