According to Decision No. 2345/QD-NHNN of the State Bank of Vietnam on implementing safety and security solutions in online payments and bank card payments, from July 1, 2024, customers transferring money via accounts with an amount of VND 10 million/transaction and VND 20 million/day must authenticate biometrics (via face and fingerprint) on the electronic banking application.

Currently, the Bank for Agriculture and Rural Development - Thanh Hoa Branch (Agribank Thanh Hoa) is strengthening instructions for customers to authenticate biometrics on the Agribank Plus application to facilitate transactions. The purpose of facial authentication is to ensure that the owner is performing transactions on digital banking. This technology helps increase the security and safety of customers' bank accounts. In case a fraudster uses another person's account to transfer money, the police will quickly identify the identity by comparing it with the information on the chip-embedded citizen identification card. On average, every day, the entire branch receives hundreds of customers for biometric authentication support.
However, many customers have changed or inconsistent birth dates, names, and ages on their identification documents or expired citizen identification cards, leading to unsuccessful biometrics. Therefore, before performing biometrics, customers need to check the identification documents registered when opening an account. In case the procedure at home is unsuccessful, they can go to the nearest Agribank Thanh Hoa transaction counter for the best support.
Direct biometric authentication at the headquarters, transaction offices, and branches of Agribank Thanh Hoa will be supported by staff in detail step by step in the biometric authentication process on the bank's specialized software and equipment. At the same time, ensure that information is collected accurately and completely, avoiding possible operational errors when users perform it themselves. In particular, it will avoid risks of information security when customers ask acquaintances to support at home. To protect personal information and accounts, customers should only update biometric information through Agribank's official applications, such as: Agribank Plus, Agribank eBanking or directly at the bank's transaction points. Avoid performing it through any other website or application to avoid the risk of fraud and fraud.
In order to promptly support customers to avoid interruption in money transfers on the Smartbanking application, in addition to guiding customers to install it during normal working days, Agribank Thanh Hoa has launched support and guidance for customers, mainly small business customers and individual customers, to complete biometric collection at home, at the customer's home, at the market, or at the branch headquarters and transaction offices. From the end of June to July 7, the number of customers coming to the bank's branches and transaction offices to request biometric support has increased dramatically. Accordingly, Agribank Thanh Hoa has established biometric collection support teams at all branches and transaction offices. At the same time, staff are assigned to be on duty at the transaction counter on Saturdays and Sundays.
Ms. Nguyen Thi Dung, a small trader doing business at Dien Bien market, Thanh Hoa city, said: “I often buy and sell goods, pay electricity bills, water bills and school fees for my children on the Agribank app. Before, I had heard about facial authentication when transferring money over 10 million VND but did not pay much attention. Recently, Agribank Thanh Hoa officials went to the market to propagate the mandatory authentication regulations of the State Bank, and at the same time supported me to do it right at the store so that transactions have not been interrupted in the past few days.”
Updating biometrics is a mandatory requirement of the State Bank to protect customers' rights, so Agribank Thanh Hoa encourages customers to proactively install on the application. However, in some cases, customers cannot do it themselves and need to go to the transaction counter for support as soon as possible to avoid interrupting the transaction.
To avoid interruptions and enhance account security when transacting online, customers can collect biometrics on Agribank Plus. Step 1: Log in to the Agribank Plus application; find the "Biometric collection" feature; read the information; select "Agree". Step 2: take a photo of the front of the citizen identification card (CCCD), read the QR code on the CCCD. Step 3: read the information on the CCCD chip, take a photo of the back of the CCCD. Step 4: authenticate your face, check the authentication result, select "Continue". Step 5: enter the OTP code to complete.
