In 2024, Hai Phong City completed and even exceeded some aspects of new rural construction when 100% (137/137) of communes met advanced new rural standards. Thanks to that, the picture of Hai Phong's new rural areas is increasingly beautiful. All these miracles were built by the Party's will in harmony with the people's will.
Mobilizing power from the people
Since 2020, Hai Phong city has started to build model new rural communes. Of which, 8 pilot communes will be implemented from 2020, 14 communes from 2021, 35 communes from 2022, 35 communes from 2023, and 45 communes from 2024.

To complete the model new rural construction projects in the 2022-2024 period, communes need to mobilize about 40,050 cases to donate more than 800,000 m2 of land including residential and agricultural land, and clear the architectural works of 37,980 cases.
For 35 communes implementing the construction of model new rural areas from 2022 (completed in 2023), a total of 550 works have been built. To complete the works, the communes need to mobilize about 11,891 cases of donation, giving 257,339 m2 of land of all kinds, and clearing the architectural objects of 11,290 cases. By the end of 2023, 100% of the works will be completed.
For 35 communes implementing from 2023 (completed in 2024), the city budget supports investment in 789 projects. To complete the projects, the communes mobilized about 12,490 cases to donate 230,108 m2 of land, and cleared architectural structures of 11,830 cases. By the end of 2024, the projects were basically completed on schedule.
For 45 communes implementing from 2024 (completed in 2025, 2026), the city budget supports investment in 1,047 projects. To complete the projects, the communes need to mobilize about 15,670 cases to donate 312,550 m2 of land, and clear the architectural works of 14,860 cases. Up to now, investors of model new rural projects are actively implementing according to the set schedule.

By the end of 2024, Hai Phong will have 137/137 communes meeting advanced new rural standards and 92 communes meeting model new rural standards, reaching 100% of the 2024 plan.
In Thuy Nguyen district - now Thuy Nguyen city, by the end of July 2024, 25 communes were recognized as advanced NTM communes and 15 communes were recognized as model NTM communes.
In 2024, the city and district will invest 1,141 billion VND to implement 226 model new rural infrastructure projects in 10 communes in the district. There are about 4,700 households donating land.
A typical example is the model rural area construction investment project in Lap Le commune with a total investment of 137.6 billion VND. This is an important social welfare infrastructure project, involving 343 households with a land area that needs to be donated of 39,000m2.
Or in Le Loi commune (now Le Loi ward, An Duong district), in 2024, the locality invested more than 51 billion VND in building a model new rural area. According to the leader of Le Loi commune People's Committee, the locality invested in upgrading and expanding 5 asphalt roads with more than 2,000 m and installing a lighting system for concrete roads with 8,565 m. By the end of December 2024, 4/5 routes were completed, the remaining route is expected to be completed before Tet. There are 120 households participating in donating land for road construction with 819 m2 of residential land and 629 m2 of agricultural land. Many households with large areas of residential land on the road have agreed to donate land to support the construction project such as Mr. Nguyen Van Thanh, Tran Quang Ngoc, Nguyen Dinh Hung, Nguyen Van An.

In Hai Phong city, many "livable countrysides" have appeared, creating a new breeze, like a "push" for building a bright, green, clean and beautiful new rural area.
Implementing the National Target Program on New Rural Development, Hai Phong City has issued over 20 Resolutions, programs and plans. Prioritizing the allocation of large resources from the city budget for the program. Along with investing in socio-economic infrastructure, Hai Phong has issued mechanisms and policies to support the development of agricultural production, ensuring social security, clean water, rural environmental sanitation and waste treatment, implementing digital transformation, enhancing access to law, protecting security and order, etc. Educational, medical and cultural facilities have been invested in and upgraded, contributing to improving the quality of education, health care and spiritual and cultural life of the people.

The city currently has 226 cooperatives in 137 communes operating effectively and having stable value chain linkage contracts. The application of high technology and advanced technology in production activities and chain linkage in production and consumption activities is increasingly receiving attention. There are 186 economic models applying high technology, or agricultural models applying mechanization of stages, value chain linkage associated with ensuring food safety in 120 communes. The application of digital transformation to trace the origin of key products of the communes has been deployed and is showing effectiveness. There are 326 key products in 118 communes with traceable origin.

In the districts, there are 473 concentrated raw material areas for the district's key products, with a total area of 7,390 hectares. The basic areas have been invested in technical infrastructure to ensure convenience for the production and trading of goods. There are 226 products recognized as meeting OCOP standards in rural areas.
Per capita income in rural areas in 2023 will reach 64.6 million VND/person/year; in 2024 it is estimated to reach 68.5 million VND/person/year. The multidimensional poverty rate in 2023 in rural areas is 0.49%; it is expected that by the end of 2024 there will be no more multidimensionally poor households.
The achievements of the National Target Program on New Rural Construction in Hai Phong have created new vitality and rapid, clear changes in rural areas.
It is not only the development of infrastructure, the transformation of production methods but also the strong change in thinking, awareness, aspiration to become rich of each citizen, the cultural lifestyle, the spirit of solidarity, mutual love, and social responsibility in rural communities.
