Accordingly, based on the report of the Department of Construction, Vice Chairman of the City People's Committee Bui Xuan Cuong requested relevant units to urgently review, provide feedback, and agree with the Department of Construction before May 20 to synthesize and complete the submission to the City People's Committee before May 30, 2023.
The city leaders also noted that units should have clear comments on the direction content, assigning responsible units to preside over the handling and resolution of groups of files with the same problems according to their functions and tasks, with specific time regulations.
Removing legal obstacles for real estate projects is one of the measures to help revive the market.
Relevant departments and agencies shall promptly and proactively review and resolve the City People's Committee's instructions regarding the recommendations of the Ho Chi Minh City Real Estate Association (HoREA) up to now. In particular, focus on handling problems under the jurisdiction of the departments and agencies.
For difficulties and problems under the authority of the City People's Committee or Central Ministries, promptly report and advise the City People's Committee on solutions. At the same time, make plans and regularly discuss and work with real estate businesses with stuck projects to guide implementation.
Vice Chairman of the City People's Committee Bui Xuan Cuong also assigned relevant agencies to urgently review and update the results and data of projects that have been resolved at the Departments and branches, and at the same time separate the number of projects without problems that are in the process of being reviewed and resolved according to procedures and authorities that are not in the case of prolonged backlog. Information is sent to the Department of Construction for synthesis and comparison with the list of 156 projects.
At the same time, there will be an official written response with the results of the resolved records and projects for HoREA and related businesses to know in the spirit of sharing, openness and transparency.

Assign the Department of Construction to synthesize and prepare the content for the City People's Committee to have a meeting and contact with HoREA, expected in June 2023, on groups of projects with problems. In particular, it is necessary to agree with the unit on the criteria and ways to classify groups of projects with problems in order to have appropriate recommendations and proposals on content and receiving places according to the correct authority to resolve. From there, coordinate, inform, and reflect related contents in accordance with reality.
For project groups with problems that are directed to be resolved by competent authorities under the Central Government, Mr. Cuong assigned relevant units to urgently monitor and update progress for HoREA and real estate businesses to know information to coordinate closely and unify in the process of petitioning and accepting and resolving project documents.
For the group of projects with problems not included in the list of 156 projects as recommended by the City Real Estate Association, they have been resolved by the Departments and branches. Relevant units are assigned to proactively review, prepare reports on data and lists, and send information to the Department of Construction on a monthly basis for synthesis and reporting to the City People's Committee.
It is known that by the end of April 2023, 13 projects have had legal obstacles removed and support to allow the project to mobilize capital for 50% of the number of housing products formed in the future.
Regarding this issue, Chairman of the City People's Committee Phan Van Mai said that in the second quarter, Ho Chi Minh City will focus on removing obstacles for 40 real estate projects in the area. At the same time, the list will be reviewed to identify a group of 138 projects that HoREA has compiled to focus on thoroughly resolving.
