Many delegates agreed to exempt people who are being treated for serious illnesses from voting, but some said that leaders who take 6 months off are not healthy enough to work and need to be replaced.
Secretary General of the National Assembly Bui Van Cuong has just reported on the summary of discussion opinions at the group on the afternoon of May 30 on the draft Resolution on taking a vote of confidence, a vote of no confidence for people holding positions elected or approved by the National Assembly and People's Councils (amended).
This revised draft has added a provision that no vote of confidence will be taken for people who are on medical leave for serious illness with confirmation from a medical facility and have not been in charge of work for 6 months or more. The results of the discussion show that there are two types of opinions.
The first type of opinion agrees with the provisions in the draft but requests a clear explanation of the reason for the 6-month regulation; it should be clearly stated that it is 6 consecutive months to ensure strictness; at the same time, it is necessary to clearly define what a serious illness is and the confirmation from which medical facility at which level. Some delegates believe that if a serious illness is diagnosed, the time off from work should not be regulated to 6 months but only 3 months or more.
The second type of opinion is that not taking a vote of confidence for people with serious illnesses who are undergoing treatment and have not directly held a position for 6 months or more is inappropriate because it does not ensure health standards for leaders. In this case, the agency managing the cadres or the person who submitted the proposal to the National Assembly or the People's Council for election and approval must carry out procedures to request the National Assembly or the People's Council to dismiss and replace them with new people.
There are also opinions that in this case, it is necessary to consult the opinion of the person holding the position. If that person agrees, a vote of confidence should still be taken.

According to the Secretary General of the National Assembly, some opinions suggested adding positions to the list of positions eligible for a vote of confidence, such as Supreme People's Court Judge, Deputy Head of the People's Council, Chief Justice of the People's Court, and Chief Prosecutor of the People's Procuracy; not taking a vote of confidence for positions in the legislative body because these positions do not have a role in state management; considering taking a vote of confidence for those who have been disciplined by the Party because if this case achieves high confidence, it will be unreasonable.
Regarding prohibited acts in the draft decree, some opinions suggested adding the acts of promising, giving, or giving "spiritual benefits", "non-material benefits" or "other benefits" to influence National Assembly and People's Council deputies in taking a vote of confidence or casting a vote of no confidence. Delegates also suggested adding a number of prohibited acts and cases, such as: luring, meeting, threatening, or interfering in the vote counting process; influencing relatives of elected deputies; bribing, complaining, denouncing, or providing false information that affects the results.
Some delegates proposed that the National Assembly and People's Councils organize a vote of confidence twice in each term (currently once); instead of taking a vote, voting, and dismissing, there should be a one-step regulation to determine confidence and no confidence, in which the rates of high confidence, low confidence, and no confidence should be specifically regulated.
The National Assembly will discuss the draft resolution in the hall on the afternoon of June 9 and vote to pass it on June 23.
According to the meeting agenda, on the morning of June 9, the Minister of Natural Resources and Environment, authorized by the Prime Minister, presented a report explaining, accepting and revising the draft Land Law (amended); the results of collecting public opinions on the draft Law. After the Chairman of the Economic Committee reports on the review, the National Assembly will discuss in groups.
In the afternoon, after giving opinions on the draft resolution on the vote of confidence, the National Assembly discussed in groups the draft Law on Management and Protection of National Defense Works and Military Zones.
