During 365 days and nights in 2025, contractors will focus resources, materials, and machinery to construct the Ho Chi Minh City Ring Road 3 project to move towards the goal of opening the entire route to traffic in 2026.
On the morning of December 29, the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) held a launching ceremony for the emulation campaign "365 days and nights to speed up the progress of the Ho Chi Minh City Ring Road 3 project".
Project investors and contractors signed a 365-day competition to construct the Ho Chi Minh City Ring Road 3 project.
This is an activity to respond to the peak emulation campaign "500 days and nights of emulation to complete 3,000km of expressway" launched by the Prime Minister and the plan of the City People's Committee to organize the emulation campaign "Determination to complete the Ho Chi Minh City Ring Road 3 Project" in June 2026.
Speaking at the emulation launching ceremony, Mr. Le Ngoc Hung, Deputy Director of the Traffic Department, said that construction contractors and supervision consultants who are implementing 10 bidding packages will sign an emulation agreement; unite, be creative, overcome difficulties, work in 3 shifts, through Tet, through holidays, work continuously 365 days and nights... to speed up the construction progress of the Ring Road 3 project through Ho Chi Minh City (from January 1, 2025 to December 31, 2025).
Package XL3 of Ho Chi Minh City Ring Road 3 project has started installing many overpass spans.
Specifically, some items of the XL1 package (Ho Chi Minh City - Long Thanh - Dau Giay expressway interchange) will be completed before April 30, 2025 to synchronize with the Nhon Trach bridge construction package.
Technically open the entire 14.7km of Ring Road 3 (viaduct) belonging to 5 construction packages in Thu Duc City on December 31, 2025; technically open the entire 32.62km of Ring Road 3 belonging to 5 construction packages in Cu Chi, Hoc Mon, Binh Chanh districts on April 30, 2026; and open the entire Ring Road 3 (section through Ho Chi Minh City) on June 30, 2026.
Mr. Bui Xuan Cuong, Vice Chairman of Ho Chi Minh City People's Committee, requested units to speed up construction and put into operation 15km of overpass in 2025.
Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People's Committee, stated that the Ring Road 3 project is particularly important, being a strategic traffic axis, connecting inter-regions. Therefore, Mr. Cuong requested the investor and contractors to speed up the progress, shorten the construction time; instead of just opening the technical traffic, they must strive to put into operation nearly 15km of the Ring Road 3 overpass, the section passing through Thu Duc City, by the end of 2025.
According to Mr. Cuong, when put into operation, the overpass will help reduce traffic pressure for the eastern part of the city, while contributing to the national goal of having 3,000km of expressway nationwide by 2025.
For the area near the Ho Chi Minh City - Long Thanh - Dau Giay expressway intersection, Mr. Cuong requested that by April 30, 2025, related items must be completed to synchronously connect with the Nhon Trach bridge project.

Regarding the goal of completing the entire project by mid-2026, Mr. Cuong suggested that units need to focus resources and construction solutions to speed up the project's progress. Difficulties arising related to lack of construction materials, according to the contract, contractors need to be proactive but the city will support to resolve major problems.
The leaders of the Ho Chi Minh City People's Committee also requested that contractors work faster and make more efforts, but must always prioritize labor safety and the safety of engineers and workers at the construction site.
The Ho Chi Minh City Ring Road 3 construction investment project has a total length of 47.3km passing through 4 localities with a total investment of 41,317 billion VND (construction 22,411 billion VND, site clearance 18,906 billion VND).
The project has 10 main construction packages, of which 4 packages will start construction in 2023 and 6 packages will start construction in 2024.
Currently, 10 packages are in the accelerated construction phase (focusing on the substructure items of the bridges, starting to install girders; focusing on mobilizing sand to carry out the weak soil treatment items...).
By the end of 2024, the output of 10 packages will reach about 30% of the construction and installation value, basically meeting the project progress according to the set plan.
