Penalty for putting tape on car license plates to avoid fines

The Traffic Police Department of Ha Tinh Public Security has just administratively fined a case in Huong Son district for using black tape to change the license plate to avoid a fine.

Previously, on May 15, 2023, on social networking sites, images of a car traveling on National Highway 1, through Viet Tien commune (Thach Ha), were circulated with black tape covering the license plate.

Upon receiving the information, the leaders of the Traffic Police Department of Ha Tinh Police directed the professional team to check the license plates to verify and clarify. On May 18, the authorities invited Ms. NTV (born in 1975, residing in Tan My Ha commune, Huong Son district), the owner of the vehicle, to come to work.

During the investigation, Ms. V. admitted that her actions were due to lack of knowledge and following her friends' instructions to use black tape to change her license plate to avoid the cameras that issue fines on local roads.

Authorities worked with Ms. NTV about her behavior of using black tape to change her license plate to avoid fines.

On May 19, the Traffic Police Department of Ha Tinh Public Security issued a decision to fine Ms. NTV for the act of "Driving a vehicle without a complete license plate or the license plate is not properly placed; the license plate has unclear letters and numbers; the license plate is bent, covered, or damaged; painting or pasting to change letters, numbers or change the color of letters, numbers, and the background of the license plate (including trailers and semi-trailers)" with the amount of 5 million VND; at the same time, revoke the right to use the driver's license for 2 months according to the provisions of Point c, Clause 3, Article 16 of Decree 100/2019/ND-CP dated December 30, 2019 of the Government , amended and supplemented in Clause 9, Article 2 of Decree 123/2021/ND-CP dated December 28, 2021 of the Government.
