Local people reported that for many years, the Tan Thanh Urban Area Project in Tan Thanh Ward, Duong Kinh District, Hai Phong City, has been abandoned, wasting valuable land resources. Although the investor has built a wall around the land where the project is being implemented, many households have "parachuted in" to dig ponds for aquaculture and graze buffalo.
On the afternoon of July 18, speaking with Nguoi Dua Tin , Mr. Nguyen Duy Hung - Chairman of Tan Thanh Ward People's Committee, informed that on May 15, 2003, Hai Phong City People's Committee issued Decision No. 1019 to lease more than 41 hectares of land in Tan Thanh Commune, Kien Thuy District (now Tan Thanh Ward, Duong Kinh District) to build Do Son Amusement and Entertainment Area.
At the end of 2003, VCCI proposed and was approved by the People's Committee of Hai Phong City to carry out procedures to convert land use purpose to urban construction. To implement the Tan Thanh urban residential area project, VCCI entered into a joint venture with a number of units to establish the Construction - Trade - Tourism Investment and Development Joint Stock Company.

However, on November 17, 2008, the People's Committee of Hai Phong City issued Decision No. 1942 to cancel the legal value of Decision No. 1019, reclaimed more than 41 hectares of land leased to VCCI and assigned it to the Land Fund Development Center under the Department of Natural Resources and Environment of Hai Phong for management.
On March 23, 2010, in Notice No. 79, the Chairman of Hai Phong City People's Committee agreed in principle to allow Van Xuan Urban Development Investment Joint Stock Company (renamed Construction - Trade - Tourism Investment and Development Joint Stock Company) to continue implementing the Tan Thanh Urban Area Project.
On May 2, 2019, the People's Committee of Hai Phong City issued a document canceling the legal value of Notice No. 79 and Notice No. 193 mentioned above. At the same time, it assigned relevant authorities to carry out procedures to terminate the operation of the Tan Thanh Urban Area Construction Investment Project. In 2020, the People's Committee of Hai Phong City issued a decision approving the plan to refund the legal investment value when reclaiming land for lease to VCCI.
Since 2003, when receiving the land to carry out the project, the investor has carried out a number of items. Among them, building a gate and surrounding wall, leveling the ground. After that, the investor did not take any further action, leaving the land of more than 41 hectares, considered "golden land" in Tan Thanh ward, to be overgrown with weeds.

Mr. Nguyen Duy Hung - Chairman of Tan Thanh Ward People's Committee, Duong Kinh District, Hai Phong City, admitted that more than 2 years ago, he was heartbroken by the situation of the abandoned Tan Thanh Urban Area Project, 26 households in Duong Kinh and Do Son districts (both in Hai Phong City), "parachuted" to dig ponds for aquaculture.
In addition, taking advantage of the large amount of weeds growing, some local households have grazed 30-40 buffaloes in the project area for many years.
"To facilitate the recovery of the Tan Thanh Urban Area Project, before March 22, 2024, the local government mobilized all 26 households to "parachute" to dig ponds for aquaculture and harvest aquatic products, move all assets and return the site to the investor. Currently, there are still households raising buffaloes in the project area with a number of about more than 30 animals," said Mr. Hung.

According to Nguoi Dua Tin 's source, Hai Phong City People's Committee has assigned Duong Kinh District People's Committee to enforce the revocation of Tan Thanh Urban Area Project. According to the plan, the implementation time is the end of March 2024.
However, the locality has not yet carried out the enforcement as planned because it has to carry out the procedures according to regulations. Including reporting and asking for instructions from the Standing Committee of the City Party Committee, the Party Committee of the Hai Phong City People's Committee and the Hai Phong City People's Committee as well as consulting on the enforcement process and procedures of the relevant departments and branches of the City.
"The people and authorities of Tan Thanh Ward hope that the City will soon reclaim the Tan Thanh Urban Area Project to implement projects related to social security and welfare for the people or auction land use rights to increase budget revenue for the City and District," said Mr. Nguyen Duy Hung - Chairman of Tan Thanh Ward People's Committee.
