On the afternoon of August 28, Prime Minister Pham Minh Chinh chaired an online conference with 28 coastal provinces and cities on combating illegal, unreported and unregulated (IUU) fishing. Attending the conference at Thai Binh were comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee; Lai Van Hoan, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.

After nearly 7 years of implementing the fight against IUU fishing in 28 coastal provinces and cities, some results have been achieved: completing the legal framework; installing voyage monitoring equipment; building a national fisheries database, controlling imported aquatic products according to the provisions of the Agreement on Port State Measures; law enforcement and sanctions for IUU fishing violations have been strengthened. The quota of licenses in the offshore area for the period 2024 - 2029 is 29,552 licenses. The number of fishing vessels from 15m and above installed with voyage monitoring equipment has reached 98.5%, marking fishing vessels has reached 98%... For Thai Binh province, up to now, 686 fishing vessels have been registered and entered into the national fishing vessel data software VnFishbase, 100% of fishing vessels have had their cabins painted and number plates marked in accordance with regulations; 162 fishing vessels with a length of 15m or more have installed voyage monitoring equipment and issued food safety certificates. The Department of Agriculture and Rural Development has shared 24 tracking accounts with functional forces and coastal localities to proactively monitor fishing vessel activities and coordinate search and rescue when fishing vessels have incidents at sea, verify, investigate and handle vessels that violate regulations...

Representatives of ministries, branches and localities focused on discussing the achieved results, pointing out the shortcomings and limitations that need to be overcome and proposing and recommending many solutions to soon remove the EC's "yellow card" in the coming time.

Concluding the conference, Prime Minister Pham Minh Chinh acknowledged the efforts of ministries, branches and localities that have made positive changes in combating IUU fishing. Based on the current situation and results of combating IUU fishing, the Prime Minister requested the heads of relevant ministries, branches and 28 coastal provinces and cities to focus resources to prevent and end IUU fishing violations. He requested provinces that still allow fishing vessels to illegally exploit in foreign waters to review and clarify the responsibilities of relevant organizations and individuals. Localities urgently complete the work of fleet management, registration, inspection, issuance of fishing licenses, marking of fishing vessels, and thoroughly handling "3 no" fishing vessels. Strengthen inspection, examination, supervision, traceability of aquatic products, investigation and strict punishment of illegal fishing violations and illegal disconnection of VMS detected since the beginning of 2023. Resolutely and strictly handle IUU fishing violations without exception. Urgently and seriously implement the electronic traceability system for exploited aquatic products to ensure transparency and legality in confirming, certifying, and tracing the origin of exploited aquatic products. Step up propaganda work, mobilize the entire political system to participate in combating IUU fishing. Require relevant ministries, branches, and localities to carefully prepare programs, plans, and working content with the 5th EC inspection team; carefully prepare the best assurance options, not to be passive or surprised, affecting the efforts to remove the "yellow card" warning for aquatic products.
