Are three-wheeled vehicles banned from circulation?

Tricycles are known as a convenient and much cheaper means of transporting goods than trucks. After many years of operation, tricycles have caused a lot of controversy surrounding how this vehicle affects traffic.

Carrying large, bulky or too many items beyond the vehicle's cargo capacity has a significant impact on other road users.

Pursuant to Clause 18, Article 3 of the 2008 Road Traffic Law:

Road motor vehicles (hereinafter referred to as motor vehicles) include automobiles; tractors; trailers or semi-trailers pulled by automobiles or tractors; two-wheeled motorcycles; three-wheeled motorcycles; motorbikes (including electric motorbikes) and similar vehicles.”

Accordingly, three-wheeled vehicles are classified as three-wheeled motorcycles and are classified as road motor vehicles.

Pursuant to Article 53 of the 2008 Road Traffic Law on conditions for motor vehicles to participate in traffic:

1. Automobiles of the correct type allowed to participate in traffic must ensure the following regulations on quality, technical safety and environmental protection:

a) Have an effective braking system;

b) Have an effective navigation system;

c) The steering wheel of a car is on the left side of the vehicle; in the case of a foreigner's car registered abroad with the steering wheel on the right side participating in traffic in Vietnam, it must comply with Government regulations;

d) Have enough near and far lights, license plate lights, brake lights, and signal lights;

d) Have tires of the correct size and technical standards for each type of vehicle;

e) Have enough rearview mirrors and other equipment and devices to ensure visibility for the driver;

g) Windshield and door glass are safety glass;

h) Has a horn with a volume that meets technical standards;

i) Have adequate silencers, smoke reducers and other equipment and devices to ensure emissions and noise meet environmental standards;

k) Structures must be durable enough and ensure stable operation.

2. Two-wheeled motorbikes, three-wheeled motorbikes, and motorbikes of the correct type permitted to participate in traffic must ensure the regulations on quality, technical safety, and environmental protection specified in points a, b, d, dd, e, h, i, and k, Clause 1 of this Article.

3. Motor vehicles must be registered and have license plates issued by a competent state agency.

4. The Government regulates the age limit for motor vehicles.

Accordingly, three-wheeled vehicles allowed to participate in traffic must ensure regulations on quality, technical safety and environmental protection. Especially when using three-wheeled vehicles to transport goods, it is necessary to pay attention to the regulations when arranging goods on the vehicle, avoiding arranging bulky goods, affecting the process of participating in traffic.
