According to the report, the number of cases handled by courts at all levels has increased by an average of 6% per year in recent times, with increasingly complex nature, but the quality of trial and resolution of cases has improved. The rate of judgments being annulled or amended due to subjective reasons is limited to a low level, below 1.5%. In 2022 alone, the number of cases handled increased by more than 29,900 compared to the previous year, but nearly 89% have been resolved.

On average, the Supreme People's Court and High People's Courts have to handle nearly 15,000 requests for review and retrial each year, but there have been positive changes. To date, the Council of Judges of the Supreme People's Court has approved and issued 63 precedents and 1,437 judgments and decisions of the Courts have cited and applied the precedents. According to Chief Justice of the Supreme People's Court Nguyen Hoa Binh, the Court sector's application of information technology systems to the online trial model saves the State a large amount of budget, which has been highly appreciated and agreed upon by public opinion.

Speaking at the working session, President Vo Van Thuong stated that in the overall achievements of the entire Party, people and army in recent times, there has been a very important contribution from the Court sector. The President commended the specific results of the Court sector such as: The rate of resolving all types of cases and incidents is high; the rate of cases being annulled or amended has gradually decreased over the years; litigation in court in the spirit of judicial reform has been expanded, the quality has been improved; recently, no cases of wrongful conviction have been discovered. Major economic and corruption cases have been brought to trial in a timely manner, and criminals have been strictly punished, contributing to affirming the determination of the Party and State to prevent and combat corruption and negativity; the material facilities and working equipment of Courts at all levels have been strengthened. The promotion of the application of information technology has contributed to improving the quality and efficiency of trial work...

However, the President also pointed out a number of issues that need to be overcome in the work of the sector, such as: The rate of judgments and administrative decisions that have been annulled or amended due to subjective reasons has not met the target set by the National Assembly. There are still a number of cases that have been resolved beyond the statutory time limit due to the subjectivity of the Court. Some court officials have not strictly followed public service discipline, lacked training, and violated procedures. The persuasiveness of court judgments and rulings is still low in some places. Policies and regimes for judges and court officials are not suitable for the assigned tasks...

The President also mentioned the context of the world and domestic situation in the coming time, which will continue to be complicated and fraught with difficulties. Along with that, crimes, including corruption and economic crimes, will become increasingly complex, serious and sophisticated. Civil, business, commercial, labor and administrative disputes will increase dramatically and become increasingly complex in nature and scale. Therefore, the trial activities of the Court will increase, become more difficult and complicated in the context of the requirements of building a socialist rule-of-law state and judicial reform, which require further improvement of the efficiency and quality of judicial activities, especially the key trial activities.

In that spirit, the President requested Party committees and leaders of the Courts at all levels to continue to thoroughly grasp, lead and direct the implementation of the Resolution of the 13th National Party Congress and the Resolutions of the Central Committee; especially Resolution No. 27-NQ/TW dated November 9, 2022 of the Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period, close to the practical situation of agencies and units. The focus is on promoting judicial reform, ensuring the independence of the court according to the jurisdiction of the trial, judges and jurors adjudicating independently and only obeying the law. Building a professional, modern, fair, strict, honest judiciary, serving the Fatherland, serving the people, protecting justice, protecting human rights, civil rights, protecting the socialist regime, protecting the interests of the State, and the legitimate and legal rights and interests of organizations and individuals.

The President emphasized the requirement to build a judicial procedure system with trial as the center and litigation as a breakthrough; ensuring democratic, fair, civilized, rule of law, modern, strict, accessible judicial procedures, ensuring and protecting human rights and citizens' rights.

The President noted that the Supreme People's Court needs to pay attention to improving the quality of trial of cases, ensuring strictness, objectivity, fairness, compliance with the law, and timeliness, especially cases monitored and directed by the Central Steering Committee on Anti-Corruption and Negligence, and cases that violate national security; fight against hostile forces and political opportunists, contributing to protecting the Party's ideological foundation. Improve the quality of judgments and decisions of the Court, ensuring compliance with the law, strictness, clarity, and feasibility; focus on recovering assets from crimes, especially State assets... Focus on research to find solutions to overcome the shortcomings and limitations that have been pointed out, especially the situation where judges are respectful and afraid of conflicts when handling administrative cases.

The President stated: Each judgment and decision of the Court is related to political life and even human life, the rights and legitimate interests of organizations and citizens, therefore, injustice must not occur, the situation of mistakes must be minimized or, with a high requirement, mistakes must not occur; must contribute to maintaining strict discipline and the law, creating a healthy social environment, production and business environment, protecting the Party, the State, protecting the people, and protecting the regime.

“Every case brought to trial must not only be handled strictly in accordance with the law, but must also be deeply imbued with the Party's viewpoint and the humanistic moral values ​​of our nation,” the President emphasized.

The President requested that it is necessary to clearly disseminate and explain the content of the case, the application of the law in the case, the nature and extent of the violation in the context and specific people so that people can correctly understand the decisions of the Court. On that basis, educate and raise awareness and sense of law compliance for the people.

The President also requested to continue improving the quality of the team of cadres and civil servants of the Court sector, especially the team of judges with pure revolutionary ethics, high courage and fighting spirit, conscience, compassion, scientific, close-knit, cautious working methods, legal expertise, and professional skills, especially in the context of international integration and the development of science and technology. We must deeply understand and implement Uncle Ho's teachings for the Court sector: "Serve the public, follow the law, be fair and impartial"; "be close to the people, learn from the people, understand the people and help the people".

In addition, resolutely fight, handle and eliminate officials in the sector who violate the law, are negative, and have degraded political ideology, ethics and lifestyle. Increase investment in facilities, thoroughly apply scientific and technological achievements to the activities of the Court; focus resources to complete the construction of the e-Court by 2025, improve the capacity of the Court to manage the Court on a digital platform; provide the people with convenient judicial services, and be transparent in the activities of the Court.

“No matter how much science and technology develop, it cannot replace the courage, mind and heart of judges and people's jurors in the trial process, because the subjects of the Court's trial are people,” said the President.
