Implementing Resolution No. 06-NQ/TU dated November 18, 2021 of the Provincial Party Committee on leadership and direction of land consolidation and accumulation associated with new rural construction in the period of 2021 - 2025 and the following years, in the past time, Vu Quang has issued directives and projects on land consolidation and land conversion, and field renovation in Duc Lien commune. Along with that, it is necessary to develop plans and budget estimates for land bank demolition, land leveling, and investment in upgrading and expanding infrastructure to serve production in concentrated areas.
However, during the implementation process, the locality also encountered many obstacles and difficulties. The characteristics of rice fields in Vu Quang are quite complicated, the fields are often scattered, fragmented, and uneven. According to authorities at all levels, the biggest difficulty is that some people still fear that redistribution of fields will not ensure fairness, they will have to accept bad fields, fields far away, and fields with difficult water supply, so they want to follow the old production method. Households with good land almost do not support this policy. And Duc Lien commune is no exception.
The characteristics of rice fields in Vu Quang area are quite complicated, the fields are often scattered and fragmented.
Therefore, as soon as the district "chosen the face to entrust" to concentrate and accumulate land, the Party Executive Committee of Duc Lien commune promptly issued a Resolution on concentrating and accumulating land in the commune. Accordingly, the locality inspected eligible areas out of a total of more than 467 hectares of existing agricultural land and decided to choose the Dong Voi area of 3 villages: Binh Quang, Tan Le, Lien Chau as a pilot.
Chairman of Duc Lien Commune People's Committee Le Van Hung said: "When the land was available, the commune quickly assigned the Vietnam Fatherland Front and other organizations to organize extensive propaganda campaigns for cadres, union members, association members and local people to clearly understand the purpose of this land "revolution". The commune and village also organized many more meetings with the people, collected their opinions, and analyzed to clearly see the meaning and effectiveness of land consolidation and plot exchange. When the people "knew, discussed, did and checked", they trusted and together handed over nearly 70 hectares of land to the locality to implement land consolidation and plot exchange".
The fields in Dong Voi area have basically completed the consolidation and plot exchange with an area of nearly 70 hectares.
With the support of the district, Duc Lien commune has dug, leveled and renovated the land of over 70 hectares of rice fields in Dong Voi area. Up to now, after more than 1 month of implementation, the demolition of embankments, land leveling has been basically completed. Currently, the locality is conducting measurements to divide the fields for the people, preparing for the next spring rice crop. This will be an important step for production areas to focus on implementing linkage chains with enterprises, moving towards building land accumulation models, increasing economic value from rice production.
The canal system was planned and rebuilt to ensure irrigation.
Mr. Nguyen Van Thang (Binh Quang village, Duc Lien commune) - the person who handed over nearly 1 hectare of rice land to the locality for land consolidation and plot exchange said: “Although we have not been assigned fields for cultivation, when looking at the large, flat sample fields, we are very excited. Now, there are no longer high and low fields like before, the synchronous investment in the internal irrigation system will help people sow and plant more conveniently than before. We have high expectations for the upcoming spring rice crop.”
Vu Quang residents are looking forward to the upcoming spring rice crop on the planned large-scale field.
Mr. Nguyen Trong Nghia - Head of the Department of Natural Resources and Environment of Vu Quang district said that unlike previous land conversions, this time, the conversion was planned and implemented thoroughly and methodically with the goal of reducing the number of plots to the lowest possible level, ensuring that each household or households only produce on a single plot of land.
The division of fields is still based on area and population according to Decree No. 64/ND-CP dated September 27, 1993 of the Government (on the allocation of agricultural land to households and individuals for long-term stable use for agricultural production purposes) to redistribute to households with unchanged area. For land use right certificates, the government will revoke the old certificates, measure and reissue new certificates to the people.
Leaders of Vu Quang district and departments and branches regularly inspect and help localities implement the policy of land consolidation and plot exchange.
According to Mr. Nghia, not only converting to minimize the number of plots, the district also invested funds to lower the height, level the fields, and build irrigation canal systems. Up to now, in the fields of the villages: Binh Quang, Tan Le and Lien Chau, the canal system, the internal traffic axis has been planned and built; large fields with an area of 1-2 hectares have been leveled and organized. It is expected to be completed to hand over the land to the people before the next spring crop and orient the organization of organic rice production on the entire field of nearly 70 hectares that has been concentrated and accumulated.
It is known that after Duc Lien, in the coming time, Vu Quang district will deploy land concentration and accumulation in Huong Minh commune, with an area of over 20 hectares.
With the participation and support of the entire political system, Duc Lien commune has made a breakthrough in implementing land consolidation and plot exchange. From here, it helps the locality overcome the situation of scattered, small, and fragmented land, towards reducing the number of land users, forming large-scale fields; creating conditions for enterprises, cooperatives, cooperative groups and other economic sectors to invest in agricultural commodity production, applying high technology associated with digital transformation, in order to improve land use efficiency, productivity and income for producers. Thereby, contributing to helping the locality build a new rural area in a modern and sustainable direction, promoting the socio-economic development of the entire district.
