Previously, Tuoi Tre Online reported that hundreds of parents with children studying in grade 10 at To Hien Thanh High School, Ha Dong District, Hanoi were "restless" when they suddenly discovered that their children had been going to school for more than 2 months but did not have a student identification number on the system of the Hanoi Department of Education and Training because the school had illegally recruited students.

Enrolling in grade 10 without permission from the department

According to the Hanoi Department of Education and Training, on October 28, the department held a meeting on the 10th grade enrollment for the 2024-2025 school year at To Hien Thanh High School. Mr. Pham Quoc Toan - Deputy Director of the Hanoi Department of Education and Training - chaired the meeting.

At the end of the meeting, the department requested To Hien Thanh High School to complete all remaining contents in the file that the specialized departments of the Department of Education and Training had pointed out in the minutes of the meeting with the school.

Request To Hien Thanh High School to organize a working session between the parties including the school, the board of control and 174 parents of students, Van Lang High School, to agree on a handling plan to ensure the consensus of 100% of parents of students.

At the same time, the school must apologize to parents for the violations in the 10th grade enrollment process without permission from the Department of Education and Training.

For parents who wish to transfer to another school, the school must have instructions to facilitate the transfer according to regulations, and absolutely not force the parents.

The Department requires To Hien Thanh High School to fully announce the current tuition fees and the expected tuition fees for the next 2 years of Van Lang High School to parents and students, ensuring transparency in accordance with regulations.

In case the school has collected other fees (in addition to tuition fees), the department requests To Hien Thanh High School to refund the students' parents.

Organize a review of the school's personal and organizational responsibilities and report to the Department of Education and Training and report to the City Police through room PA03.

If necessary, recommend withdrawal of operating license.

Regarding the proposed handling plan, in handling the incident of the school arbitrarily recruiting 174 10th grade students, the Department agrees with the Department Inspector's proposal on administrative sanctions according to regulations.

"The school is required to strictly comply with the provisions of the law, if necessary, recommend that the city revoke the operating license; if there are signs of criminality, transfer it to the police for handling according to the provisions of the law," the meeting conclusion announcement stated.

The Department assigned the Department of Secondary Education, Examination Management and Education Quality Assessment, Personnel Organization, Inspection, and Planning and Finance to receive additional assigned content from To Hien Thanh High School to complete the inspection work and guide the school to overcome shortcomings.

The Planning and Finance Department checks and reviews the record of the examination of the 10th grade admission conditions of Van Lang High School by the inspection team, ensuring compliance with regulations and sufficient facilities to receive the number of transferred students as proposed by To Hien Thanh High School (if parents volunteer), and is the focal point for synthesizing related documents to report to the Board of Directors and the 10th Grade Admission Council of the Hanoi Department of Education and Training.
