Painter Bui Quang Ngoc was born in 1934 in Quang Trach (Quang Binh) in a poor patriotic family of Confucian scholars. He was also a student of the first class of the Vietnam University of Fine Arts.
Thanks to his talent, even while studying at the Vietnam Fine Arts University in Hanoi (1955-1959), he became famous for his sketches and paintings, which were considered comparable to those of contemporary Vietnamese master painters.

In 1959, painter Bui Quang Ngoc graduated from the Vietnam University of Fine Arts and was assigned to work at the Quang Ninh Department of Culture, specializing in painting propaganda paintings.
Nguyen Hung, a person who used to work closely with artist Bui Quang Ngoc, said: "In the contemporary Vietnamese fine arts scene, Bui Quang Ngoc is probably one of the rare artists who is always concerned with his career. He reads a lot, watches a lot, travels a lot, talks a lot, writes a lot about art and paints a lot. That does not mean he has more 'artistic qualities'. But certainly, he is someone who lives with the desire to do something in art."

Painter Bui Quang Ngoc had works of famous painters Nguyen Gia Tri, Bui Xuan Phai, Nguyen Tien Chung, Nguyen Sang, Van Cao... and famous writers and poets: Doan Phu Tu, Quang Dung, Huu Loan, Phan Vu, Hoang Cam, Thai Ba Van..., which were loved by viewers. He passed away on December 1 in Ho Chi Minh City at the age of 91. His coffin was placed at 12 Hung Thai 2, Tan Phong Ward, District 7, Ho Chi Minh City; the funeral was held at 9:00 a.m. on December 2 and the procession was held at 2:15 p.m. on December 4, then cremated in Da Phuoc (Binh Chanh District, Ho Chi Minh City).
