During the official visit to Vietnam by the Prime Minister of the Kingdom of the Netherlands, on the afternoon of November 2, Prime Minister Pham Minh Chinh and Prime Minister of the Netherlands Mark Rutte attended the Vietnam – Netherlands High-Tech Forum. Also attending were leaders of ministries, sectors, organizations and enterprises in the high-tech sector of Vietnam, the Netherlands and internationally.
Speaking at the Forum, Dutch Prime Minister Mark Rutte recalled Prime Minister Pham Minh Chinh's visit to the Netherlands in December 2022. During his visit to the Brainport High-Tech Park in Eindhoven, Prime Minister Pham Minh Chinh expressed his desire to build a similar center in Vietnam.
Prime Minister Mark Rutte expressed his joy that after only 11 months of his visit to Vietnam, Vietnam has established an Innovation Center and a Research and Development Center. The Dutch Prime Minister said that during his visit to Vietnam this time, he was accompanied by a delegation of nearly 30 leading Dutch high-tech enterprises, many Dutch high-tech enterprises have started investment projects, and many other enterprises are researching and will invest and cooperate in Vietnam.

Prime Minister Pham Minh Chinh said that Vietnam aims to become a developing country with modern industry and high average income by 2030 and a developed country with high income by 2045. To achieve that goal, along with many tasks such as implementing three strategic breakthroughs in infrastructure development, institutional reform, perfecting policy mechanisms, and training human resources, Vietnam considers education - training, science and technology as the top national policy, driving force, and pillar of socio-economic development.
Informing the Forum on the country's development orientation, foreign policy and Vietnam's "4 no's" defense policy, Prime Minister Pham Minh Chinh said that Vietnam continues to ensure the following foundations: political stability, ensuring social order and safety; macroeconomic stability, curbing inflation, promoting growth, ensuring major balances; controlling public debt, government debt, budget deficit; continuing to build a favorable investment environment...

The Prime Minister said that Vietnam is committed to protecting the legitimate rights and interests of foreign investors; always accompanying businesses to overcome challenges and difficulties, taking advantage of opportunities and advantages for them to operate stably and long-term in Vietnam in the spirit of "harmonious benefits and shared risks".
Regarding relations with the Netherlands, the Prime Minister affirmed that Vietnam and the Netherlands have a good traditional friendship for many centuries. Currently, the Netherlands is Vietnam's largest investor in the EU and Vietnam's second largest trading partner in Europe. The above-mentioned achievements in cooperation are the basis for optimism about the bright future of the relationship, as the two sides still have much potential and strengths that can complement and support each other.
Informing that one of the areas that needs to be strongly exploited is science, technology, and innovation, the Prime Minister said that the Netherlands is developing dynamically, with strong innovation and creativity, and Vietnam wishes to consult and learn from the Netherlands' experiences in the coming time.

The Prime Minister asked Dutch businesses to invest and expand their business investment in Vietnam; help Vietnam build and perfect institutions and policy mechanisms; promote technology transfer and human resource training for Vietnam; and help Vietnam in management science to catch up with advanced countries.
The Prime Minister also suggested that Dutch enterprises soon have specific plans to invest and connect with Vietnamese enterprises in the fields of high-tech agriculture, new energy, renewable energy, semiconductor chips, climate change adaptation, shipbuilding services, etc. through modern technology projects with high added value and competitiveness, capable of participating in the global value chain.

Dutch enterprises, corporations and research institutes consider, select and participate in strong and comprehensive cooperation and investment with Vietnam through the National Innovation Center and Vietnam's high-tech zones. In particular, the Vietnam National Innovation Center, which was inaugurated last week, will become a connecting center to promote cooperation between Vietnam and technology enterprises around the world, including the Netherlands, in this field.
