At the talks, in a friendly, sincere and open atmosphere, the two Heads of State informed each other about the situation in each country, discussed major directions and practical and effective measures to promote the traditional friendship between the two countries to a new height, and agreed to work towards establishing a new framework for relations on the occasion of the 70th anniversary of diplomatic relations in 2024. The two sides also exchanged and shared their visions on regional and international issues of mutual concern.

Speaking at the talks, on behalf of the State and People of Vietnam, President Vo Van Thuong welcomed President Khurelsukh, his wife and the high-ranking Mongolian delegation on a state visit to Vietnam.
Appreciating President Khurelsukh’s choice of Vietnam as the first country in Southeast Asia for bilateral visits, President Vo Van Thuong congratulated Mongolia on its achievements in national construction and development, especially the initial achievements within the framework of implementing the “new recovery policy” after the pandemic and the strategic goal of “Vision 2050”. The Party and State of Vietnam always attach importance to and wish to further deepen the traditional friendship with Mongolia; together make efforts to bring the bilateral relationship to a new level of substance, effectiveness, comprehensiveness and long-term development.
The two sides agreed to continue to promote the bilateral relationship to develop substantially and effectively in many fields in line with the cooperation potential of each country; coordinate the implementation of activities to celebrate the 70th anniversary of the establishment of diplomatic relations in 2024; promote the effective implementation of bilateral cooperation agreements, thereby contributing to strengthening political trust between the two countries and towards establishing a new framework for relations in the coming time.
Satisfied with the achievements and new developments in bilateral cooperation, President Vo Van Thuong and President Khurelsukh agreed to continue to strengthen defense and security cooperation and effectively implement existing cooperation mechanisms. The two sides acknowledged the establishment and effective operation of the Cavalry Mobile Police Group under the Mobile Police Command, Ministry of Public Security, as vivid evidence of the close and effective cooperation between the two sides.

Recognizing that the two countries' trade is highly complementary, the leaders of the two countries agreed to make efforts to promote the goal of doubling bilateral trade turnover in the coming time. Appreciating the role of the Intergovernmental Committee on Economic, Trade, Scientific and Technical Cooperation, the two sides agreed to strengthen business connection activities and promote trade in each country; and promote cooperation in the field of essential minerals between the two countries.
The two sides agreed to continue to promote the effective implementation of the Memorandum of Understanding on Cooperation in the Agricultural Sector signed in 2022; highly appreciated the agreement of the competent authorities of the two sides on the animal quarantine certificate form, believing that this will facilitate the export of each country's strengths to the other's market.
President Vo Van Thuong and President Khurelsukh acknowledged the efforts of both sides in promoting the opening of direct flights between Vietnam and Mongolia from early 2023; supported both sides in opening new flights to meet the travel and tourism needs of the people of the two countries; agreed to continue discussing to find basic solutions to remove difficulties in logistics, rail, sea and air transport between the two countries.
The two sides agreed to continue studying the ability to supply and receive labor in the industries and fields that both sides need; continue to effectively implement the Agreement on cooperation in education and training, actively consider increasing the number of scholarships under the Government Agreement, in accordance with the needs of both sides; further expand cooperation in the health sector, including traditional medicine; strengthen the implementation of exchange programs and promote the culture and history of each country, promote the exchange of cultural and artistic delegations; strengthen the promotion of tourism potential and strengths of both sides, promote people-to-people exchanges between the two countries; closely cooperate to protect citizens of each country to feel secure living, studying and working in the other country.

Also within the framework of the talks, the two leaders discussed the world and regional situation; agreed to continue to strengthen close cooperation and support each other at international and regional forums of mutual interest such as the United Nations, the Non-Aligned Movement, ASEM, ASEAN (ARF), UNESCO; affirmed the importance of ensuring peace, security, safety and freedom of navigation and aviation in the East Sea, maintaining a peaceful, stable environment, legal order and resolving disputes at sea by peaceful means, ensuring the legitimate rights and interests of countries in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
After the talks, President Vo Van Thuong and President Khurelsukh witnessed the signing ceremony of bilateral cooperation documents in the fields of security cooperation, economy - trade, immigration, visa exemption for ordinary passport holders, and quarantine certification agreement; met with the press of both countries and international press to announce the good results of the talks.
